Duties

We are seeking experts to assist in diverse sectors within the Acquisitions Program:

BUSINESS AND TECHNOLOGY SOLUTIONS SECTOR (BTSS)
Business and Technology Solutions Sector is the centre of excellence for service procurement. It manages the procurement of services and some specific goods, including contract administration and life cycle management, on behalf of a wide range of federal government departments and agencies. These goods and services include: Procurement of requirements related to applications and software, professional services, technology-enabled major projects, procurement systems and key initiatives such as Benefits Delivery Modernization.

SERVICES AND INNOVATIONS ACQUISITIONS SECTOR (SIAS)
The Services and Innovations Acquisitions Sector is responsible for the procurement of requirements related to space programs, common services, innovation and agile procurement, commercial and consumer products, communications and advertising, pharmaceuticals and research and development.

REAL PROPERTY AND COMMERCIAL ACQUISITIONS SECTOR (RPCAS)
Real Property and Commercial Acquisitions Sector provides national leadership in the development and implementation of strategies and initiatives to meet the acquisition requirements and expectations of client departments, agencies and boards. The goods and services managed and acquired are diverse, complex and sophisticated and include: the management of real property contracts for the design and construction of buildings, engineering and construction services; long term contracts for outsourced services such as pilot training, troop support overseas, facilities management; government accommodation and car rental directory, transportation management system; a portfolio of logistics, fuel, electrical and transportation products and services. It is also the center of excellence in the Public-Private Partnership Procurements.

DEFENCE AND MAJOR PROJECT SECTOR (DMPS)
The Defence and Major Project Sector is responsible for establishing and managing contracts to acquire a wide range of technically complex systems for the land, naval and aerospace environments. This includes the acquisition of military and civilian aircraft; electronic, communication and tactical systems; security and information operation systems; armoured vehicles; and weapons, armament systems and ammunition. Also acquired are all associated services and materiel required to support this equipment.

LAND AND AEROSPACE EQUIPMENT PROCUREMENT & SUPPORT SECTOR (LAEPSS)
The Land and Aerospace Equipment Procurement & Support Sector is responsible for establishing and managing contracts to acquire a wide range of materiel, equipment, systems and life-cycle support services related to National Security. This includes the acquisition of: Aerospace equipment, systems and support services; Armoured vehicles and associated life-cycle support services; Defence electronics, communication and tactical systems, as well as weapons systems and ammunition.

MARINE
The Marine Sector is responsible for the implementation of the National Shipbuilding Procurement Strategy and for marine projects and services, including procuring the ships required for the renewal of the Canadian fleet.

Intent of the process

The intent of the process is to staff numerous PG-05 positions in the National Capital Region and the Quebec Region. Anticipatory positions in the Atlantic Region may be filled.

For initial appointments, the positions to be filled are physically located in Gatineau and Ottawa for the NCR and in Montreal and Quebec City for the Quebec Region. For the time being, teleworking is the preferred work mode due to the challenges associated with COVID-19.

Relocation arrangements may also be considered if necessary.

A pool of partially qualified candidates could be established and used to fill identical or similar positions of various lengths, locations, language requirements and conditions of employment within Public Services and Procurement Canada.

• Significant* experience working on complex** activities in at least five (5) of the following procurement activities:

◦ Preparing procurement documents
◦ Leading or participating in Bid evaluations
◦ Negotiating with multiple stakeholders (e.g. suppliers, legal counsel, clients, etc.)
◦ Managing contracts, standing offers or supply arrangements
◦ Preparing or reviewing Statement of Work (SOW)
◦ Issue or award contracts, standings offers or supply arrangements
◦ Researching and analyzing information to provide procurement advice and guidance to stakeholders (e.g. suppliers, legal counsel, clients, management, etc.)
◦ Preparing communication materials in support of a procurement activity

* Significant experience is defined as the depth, breadth and complexity of experience normally acquired through the performance of duties for a minimum period of five years.

** Complex could be defined as having at least two (2) of the following attributes: high-profile, multi-stakeholder, high dollar value ($2M or more), multi-year, multi-phased.
