Intent of the process

The intent of this process is to establish pools of qualified candidates to meet the anticipated EC-05 needs in Child and Family Services, located in Indigenous Services Canada (ISC), Vancouver, BC. This process identifies 2 distinct streams of work and requirements, all of which share some common qualifications yet also have specified distinct qualifications. The 2 streams are as follows:

Stream 1:
Position Title: Policy Analyst

Stream 2:
Position Title: Negotiation Analyst

A pool of qualified candidates may be established and used to staff similar permanent and/or temporary vacancies in Indigenous Services Canada, Vancouver BC.

EDUCATION:

Both Streams - Policy and Negotiation

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.

The specialization may also be obtained through an acceptable combination* of education, training and/or experience.

For the specialization, an acceptable combination* is defined as two courses in economics, sociology or statistics and one year of experience working in negotiations or a policy field.

Degree equivalency

EXPERIENCE:

Both Streams – Policy and Negotiation

Experience in engaging and collaborating with Indigenous partners.

Experience preparing briefing materials for management, such as correspondence, briefing notes, presentations or analysis reports.

Significant* experience in working with stakeholders or partners, such as federal departments, provincial/territorial governments, or Indigenous organizations to advance common objectives.

Significant* experience in researching and analyzing complex** issues.

*Significant experience is defined as the depth and breadth of experience performing the duties, normally acquired over a period of a minimum of two (2) years.
**Complex issues are defined as involving at least two (2) of the following criteria: multi-year or multi-phase, sensitive or high profile, multiple stakeholders or jurisdictions, and competing objectives or priorities.

Stream - Negotiation

Experience negotiating or assisting in negotiations with Indigenous groups or internal or external stakeholders.

KNOWLEDGE:

Both Streams – Policy and Negotiation:

Knowledge of the history, policies and issues affecting or involving Indigenous Peoples in Canada.
Knowledge of the priorities of Indigenous Services Canada as it relates to children and families.
Knowledge of Canadian Human Rights ruling and orders on Jordan’s Principle

Negotiation Stream:

Knowledge of “An Act respecting First Nations, Inuit and Métis children, youth and families”.

ABILITIES:

Ability to communicate effectively in writing.
Ability to communicate effectively orally.
Ability to research and analyze information, create recommendations, and prepare briefing material.
Ability to effectively prioritize, work under pressure and multi-task in an environment of competing priorities.

ASSET QUALIFICATIONS:

Graduation with a post-graduate degree (Masters, Doctorate, etc.) from a recognized post-secondary institution.

Training or certificate in project management.

Training or certificate in negotiations or conflict resolution.

Degree equivalency

Significant (*) experience in establishing and maintaining collaborative relationships with Indigenous partners.
*Significant experience is defined as the depth and breadth of experience performing the duties, normally acquired over a period of a minimum of two (2) years.

Experience in delivering and/or managing Grants and Contributions programs.

Reliability Status security clearance

Possession of a valid driver’s license or personal mobility to the degree normally associated with possession of a valid driver’s license within the limits of the Treasury Board’s Travel Policy.
