Work environment

We offer a team-oriented and caring work environment that includes work life balance. Our team is composed of a group of professional auditors and support teams, headed by the Chief Audit Executive, who reports directly to the Deputy Minister. We provide an independent and objective assurance and advisory service to departmental senior management and report on the adequacy of internal controls, governance and risk management.

Intent of the process

A pool of qualified candidates will be established and could be used to staff identical or similar positions with various tenures and/or security requirements within the Department of Employment and Social Development Canada and various Federal Government Departments across Canada.

Presently, the official location (designated workplace*) of the positons to be staffed is Place du Portage – Phase IV in the National Capital Region (NCR). However, due to the COVID-19 pandemic, the Internal Audit & Enterprise Risk Management employees are required to work from home. When an eventual return to the workplace will be possible, there may be, at the manager’s discretion or based on operational requirements, a continued option or requirement to work from a different ESDC/Service Canada Office location or from an employee’s residence located in Canada. Therefore, individuals who believe they meet the listed essential qualifications of the position, regardless of where they live or work, are encouraged to apply.

* Designated workplace: location of work or business address where the employee would work if a telework, hoteling or remote working arrangement was not in place.

EDUCATION
Graduation with a degree from a recognized post-secondary institution with specialization in a discipline relevant to the position (such as but not limited to business administration, economics, finance, commerce, or accounting).

EXPERIENCE
- Significant experience* in the planning, conducting and/or reporting on financial audits, internal or external audits.
- Significant experience* in writing audit reports, developing audit recommendations and presenting audit findings and conclusions to senior management (Director or equivalent level and above).

*Significant experience refers to the depth and breadth of experience associated with the performance of a broad range of related activities that were the candidate’s primary work responsibilities for a period of minimum two years.

CERTIFICATION
A recognized Canadian professional accounting designation (CPA, CA, CMA or CGA) or a professional audit certification from a recognized organization (CIA, CGAP or CISA).

- Experience in supervising staff.
- Experience in participating in the development of a Risk-Based Internal Audit Plan.

The Essential Qualifications and Asset Qualifications may be assessed using various methods of evaluation including, but not limited to, interviews, written exams, standardized tests, reference checking, simulation exercises, and performance management agreement verification.

The essential qualifications that are listed in the statement of merit criteria are mandatory. Pass marks will be established for each qualification. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process. A cut-off score or a top-down approach may be used at any step if there is a sufficient number of candidates to meet immediate and anticipated staffing needs.

An applicant may be appointed to the position even though he/she does not meet any or all of the asset qualifications. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed. In the event that there are as many applicants who meet the essential qualifications as there are vacancies, the manager may decide not to assess some or all of the asset qualifications.
