Risk management is all about managing uncertainty, and specifically managing the uncertain events that could have an impact on the achievement of objectives. Sounds simple? It can be – when employees at all levels have the proper understanding of risk management and are equipped with the tools they need to manage risk effectively. The Enterprise Risk Management (ERM) Division is in the process of implementing a multi-year plan to improve how risk is managed at ESDC and we need your help! This improvement endeavour involves strengthening how we collect, analyze and report data; developing and implementing user-friendly tools, processes, and training; engaging with stakeholders at all levels and in all areas of the department to help them correctly identify and mitigate risks; and providing risk management advice on an ongoing basis. The ERM Division is a relatively small but dynamic team. As a member of the team, you will be contributing in some shape or form to all aspects of this improvement initiative. Intent of the process

A pool of qualified candidates could be established and could be used to staff identical or similar positions with various tenures and/or security requirements within the Department of Employment and Social Development Canada.

Presently, the official location (designated workplace*) of the positons to be staffed is Place du Portage – Phase IV in the National Capital Region (NCR). However, due to the COVID-19 pandemic, the Internal Audit & Enterprise Risk Management employees are required to work from home. When an eventual return to the workplace will be possible, there may be, at the manager’s discretion or based on operational requirements, a continued option or requirement to work from a different ESDC/Service Canada Office location or the employee’s residence. Therefore, individuals who believe they meet the listed essential qualifications of the position, regardless of where they live or work, are encouraged to apply.

EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

NOTE: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

The Essential Qualifications and Asset Qualifications may be assessed using various methods of evaluation including, but not limited to, interviews, written exams, standardized tests, reference checking, and simulation exercises.

The essential qualifications that are listed in the statement of merit criteria are mandatory. Pass marks will be established for each qualification. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process.

A cut-off score or a top-down approach may be used at any step if there is a sufficient number of candidates to meet immediate and anticipated staffing needs.

An applicant may be appointed to the position even though he/she does not meet any or all of the asset qualifications.
