Assessment accommodation

First Nations and Inuit Health Branch (FNIHB), Indigenous Services Canada (ISC) is recruiting a Quality Improvement Manager (CHN05) to manage the Regional Continuous Quality Improvement Program including Accreditation and Patient Safety/Incident Management. The position is based in Edmonton at the Regional Office in Canada Place, and in the Strategic Health Intelligence and Partnerships Directorate (SHIP), working with all departments for continuous quality improvement, accreditation and patient safety/incident in departments providing direct care services to First Nation communities.

COMMUNITY DESCRIPTION

The Regional Offices are downtown Edmonton and are within easy access of St Albert, Leduc, Morinville and Fort Saskatchewan. Edmonton is the capital city of Alberta and has a population of over 1,000,000. The First Nation communities that FNIHB provides community health services support to are divided in the three Treaty (7, 6 and 8) areas from the south to the north of the Province.

WHAT YOU'LL BE DOING:

The Quality Improvement Manager is responsible for supporting departments at the Regional Office with continuous quality improvement support and education. Supporting the funding flow to communities engaged in accreditation and providing support to communities interested in entering into the accreditation process. Providing education about patient safety to staff and community and leading the incident management process in the region for all incidents, but with a focus on incidents that are related to patient safety and quality improvement of health care services. This involves working with health care staff, patients and other stakeholders/partners including Alberta Health Services.

The understanding of Just Culture, Indigenous Cultural Awareness and Truth and Reconciliation are paramount in this area of practice.


ABOUT INDIGENOUS SERVICES CANADA

Indigenous Services Canada is the Federal department responsible for helping and supporting First Nations to maintain and improve their health, while respecting individual choices and circumstances. The First Nations and Inuit Health Branch at Indigenous Service Canada support the delivery of public health, primary care and home care nursing services and health programs in First Nation and Inuit communities across Canada. The Branch also provides drug, dental and ancillary health services to First Nations and Inuit people regardless of place of residence.

Intent of the process

A pool of qualified candidates may be established and may be used to staff similar indeterminate or specified period employment.

The intent is also to staff positions via the Aboriginal Peoples Employment Program (APEP), which aims to strategically increase Aboriginal representation within the First Nations and Inuit Health Branch (FNIHB). As such, Organizational Needs may be applied and first consideration may be given to candidates self-identifying as belonging to Aboriginal Peoples.

• Graduation with a degree from a recognized post-secondary institution with an acceptable specialization in nursing, nursing service administration, nursing education or some other specialty relevant to the position.

Degree equivalency

Occupational Certification
• Eligibility for registration as a registered nurse in a province or territory of Canada.

Experience:
• Experience in data entry using spreadsheet, word processing, or database software.
• Recent* and Significant** experience providing Community Health or Primary Health Care nursing services.
• Recent* and Significant***experience providing advice/guidance to management on quality improvement practices including accreditation and patient safety.
Recent* is defined as within the last five years

Significant** is defined as at least two years’ experience with the candidate performing complex activities related to this task in a wide variety of situations in one or more of the following areas:
1. Community Health (Public Health or Home and Community Care)
2. Primary Health Care
3. Quality Improvement
4. Patient Safety

Significant*** is defined as a minimum of two years’ experience with the candidate performing complex activities related to this task in a wide variety of situations.

Operational Requirements:
Willingness to complete certification and ongoing certification relevant to the position, including Canadian Patient Safety Officer Course, LEAN Training for Public Service.
