Duties

The Public Participation Team is responsible for the design, implementation and maintenance of the CER’s Early Engagement, Crown Consultation and Coordination for all applications. This includes the CER’s engagement policies, guidance, processes, tools and information management and reporting. Reporting to the Director, Public Participation, the incumbent working across business units and with other federal departments and agencies will be responsible for the design and development of a mechanism that will ensure that processes of the CER meet the Duty of the Crown in the review of applications.

Intent of the process

A pool of candidates may be created. Qualified candidates may be used to staff other similar positions at an equivalent or lower level on a term, indeterminate or acting basis. Appointment of qualified candidates will be based on the assessment results of the essential or essential and asset qualifications and with regard to breadth and depth of experience.

Graduation from a recognized university with a degree in a related field to the position

Experience:

E1 Significant experience generating strategic recommendations based upon analysis of policy matters.

E2 Significant experience executing complex projects that involve external stakeholders, for example, industry, other regulators, the public, and Indigenous peoples.

E3 Significant regulatory and/or technical experience, based on academic training or office work or fieldwork, preferably in the energy sector in one or more of the following:
• consultation with Indigenous peoples,
• dispute resolution/conflict management, or
• impact assessment.

*Significant experience refers to approximately 5-7 years of relevant experience, where the activities were the focus of the candidate’s work and were neither temporary nor ad hoc. The candidate’s employment background indicates experience sufficient for recognition as fully functional in that field.

*Considerable experience refers to approximately 2-4 years of relevant experience, where the coaching activities were a regular part of the candidate’s work and was neither temporary nor ad hoc.

Asset Qualifications:

AQ1 Experience in the design and/or implementation of government programs.
AQ2 Significant and recent experience working within the Canadian legislative or regulatory framework governing the production, transportation, distribution or exportation and/or sale of crude oil and natural gas.
AQ3 Significant and recent experience in business planning, advising senior management on issues of priority, risks, opportunities, and alignment of policy, projects or programs ongoing or being proposed.

1. The CER has a classification system that differs from the greater public service. This NEB 11 position is similar to an EC-07 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

4. Appointment Requirements: Candidates must meet each essential qualification and the conditions of employment to be appointed to the position. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, organizational needs or operational requirements; however, meeting these criteria is desirable and may be a deciding factor in choosing right fit for appointment.

5. Salary: Effective 1 November 2020 NEB 11 $108,071 to $131,485.

6. Terms of Employment: This position has been allocated and applies to the bargaining unit represented by the CER Professional Institute of the Public Service of Canada.
