The Canada Energy Regulator works to keep energy moving safely across the country. We review energy development projects and share energy information, all while enforcing some of the strictest safety and environmental standards in the world. Headquartered in Calgary, Alberta with regional offices in Montréal, Vancouver and Yellowknife, the CER has approximately 500 employees.

Reporting to a Director within the Integrated Energy Information and Analysis Business Unit, the Technical Specialist, Markets (STREAM #1) and the Technical Specialist, Supply (STREAM #2) are responsible for providing expert-level advice to CER staff, executives and the Commissioners on all matters pertaining to the energy information program of the CER. The incumbent(s) will guide the energy information program, including providing expert energy markets and/or forecasting advice to CER executives, Natural Resources Canada staff, and other government departments and actively support their colleagues through coaching and mentoring.
The incumbent(s) may undertake the role of project manager and/or guide multi-disciplinary teams for complex projects.
The Technical Specialist, Markets and Technical Specialist, Supply are regarded as experts internally and externally for:
STREAM #1
• providing technical leadership in proposing topics, approaches and methodologies for the analysis of energy markets and trends
• making high level linkages with respect to issues and events in energy markets (both national and international) including those that relate to environment and economy
• building, maintaining and enhancing qualitative and quantitative energy market analysis in the Team and Business Unit
STREAM #2
• providing technical leadership in proposing topics, approaches and methodologies for the analysis of hydrocarbon energy resources and the upstream energy industry
• making high level linkages with respect to hydrocarbon supply issues and events in energy markets (both national and international) including those that relate to environment and economy
• building, maintaining and enhancing qualitative and quantitative analysis of hydrocarbon energy resources and the upstream energy industry in the Team and Business Unit
STREAM #1 & #2
• providing strategic advice and reports to the CER executives in energy markets (e.g., gas, oil, electricity, etc.) pertaining to either supply, demand, transportation and/or pricing
Other major responsibilities include:

• monitoring economic and energy market trends, and advising on implications for the energy sector
• STREAM #2
• monitoring hydrocarbon energy resources and the upstream energy industry and their impact on economic and energy markets’ trends and advising on implications for the energy sector
STREAM #1 & #2
• coaching, mentoring and training less experienced staff and staff in other areas of the CER
• reviewing work for quality assurance
• stewarding data management at the team and BU level as part of the enterprise-wide approach
• acting as project manager of working groups on projects related to the CER’s Energy Information Program
• providing expert energy adjudications support work on applications before the Commission
• providing advice to the Director on training and development opportunities for other members of the Team.
Qualified candidates may be used to staff other similar positions at an equivalent or lower level on a term, indeterminate or acting basis. Appointment of qualified candidates will be based on the assessment results of the essential or essential and asset qualifications and with regard to breadth and depth of experience.

Successful completion an undergraduate degree from a recognized university in a field relevant to the Canada Energy Regulator’s energy information responsibilities including, but not limited to: economics, geology, environmental science, political science, engineering, business or public administration and law.

1. The CER has a classification system that differs from the greater public service. These NEB-11 positions are similar to a PC-04 and CO-03 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

3. Assessment: You may be assessed using one or more of the following tools: your application, written examination, oral presentation, interview(s), role play scenarios, reference checks and interactions with internal staff during the process and personal knowledge.
4. Appointment Requirements: Candidates must meet each essential qualification and the conditions of employment to be appointed to the position. A person may be appointed to the position even without meeting any or all of the asset qualifications, organizational needs or operational requirements; however, meeting these criteria is desirable and may be a deciding factor in choosing right fit for appointment.
5. Salary: Effective 1 November 2019 NEB-11, $106,474 to $129,542.
The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments.
6. Terms of Employment: These positions have been allocated and apply to the bargaining unit represented by the CER Professional Institute of the Public Service of Canada.

Equivalencies granted by the Canadian provincial authorities with respect to Applied (Bachelor's) Degrees by colleges and technical institutes (i.e. in Ontario, British-Columbia, Alberta & Manitoba) must always be accepted as equivalent to Bachelor Degrees granted by universities in the provinces concerned.
