Intent of the process

Creation of a pool of qualified candidates that will be used by multiple federal government organizations to staff positions with various tenures, linguistic profiles and requirements throughout the country, but mainly in the National Capital Region.

Candidates may also be considered for other employment opportunities at various levels within the Government of Canada.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

As part of the application process you will be asked to respond to screening questions about the requirements listed below. Please note that in order to pass the pre-selection stage, it is necessary to answer all the questions for which you meet the requirements:

EDUCATION
Master's degree or doctorate, in any discipline, obtained by December 31, 2021, from a recognized university.

OR

Degree* in any discipline AND a law degree, both obtained by December 31, 2021, from a recognized university.

*Unless it is otherwise specified (e.g. Master’s degree), the term “degree” refers to a baccalaureate as established by educational authorities.

ACADEMIC EXCELLENCE
Have a record of academic excellence supported by a combination of the following elements:

- High level scholarships, such as: Trudeau, Rhodes, Fulbright, Canada's federal research funding agencies (Canadian Institute of Health Research (CIHR), Natural Sciences and Engineering Research Council of Canada (NSERC), Social Sciences and Humanities Research Council of Canada (SSHRC)), Indspire Excellence Scholarship, BBPA National Scholarship; OR

- Major academic prizes or recognition, such as: Governor General's Gold Medals, merit awards, departmental or university awards, admission to internationally competitive academic programs, other field- or community-specific awards for academic excellence; OR

- Publications in peer-reviewed journals or publication of a book by a major publishing house.

Note: All scholarships, awards, recognitions or distinctions listed in your application will be verified and you will be required to provide the relevant proof to support your application when requested. Please do not include awards for which you would be unable to provide relevant proof.

Degree equivalency

EXPERIENCE:
Have relevant policy experience in the economic, political, legal, social or scientific fields in the following contexts:

- Professional experience; OR

- Conducting research, including community-based research, studies, presentations or relevant publications; OR

- Program or policy development or implementation; OR

- Leadership experience with non-governmental or non-profit organizations, government, Indigenous organizations, businesses, consulting firms, think tanks or universities.

AND

Have participated in extra-curricular or volunteer activities in which you have demonstrated leadership or personal initiative to make positive changes in the community through:

- Voluntary service to, or leadership in, a community (e.g. student government, contributions in the voluntary sector or non-profit organizations); OR

- Personal accomplishment or initiative (e.g. participation in national or international sport competitions, recognition in culture or the arts, leadership role in an NGO, founding a business or other organization); OR

- Recognition through major awards and other forms of public recognition for activities or contributions in the community (e.g. Diamond Jubilee Medal, Canada's Volunteer Awards, Harry Jerome Award).

- Bilingual imperative – Level : BBB/BBB being the minimum
- English or French Essential
- Depending on the position being staffed, considerations could be given to bilingual non-imperative

The Unsupervised tests of reading and writing comprehension for level B or C were developed by the Public Service Commission as a temporary measure to help departments and agencies fill bilingual positions while the situation related to COVID-19 is ongoing.

Candidates who are screened in and wish to be considered for bilingual positions will be invited by email to complete these unsupervised internet tests, in their second official language. Although candidates will not need to be tested in a federal government office, access to a computer and an Internet connection will be required.

Other information

Candidates selected through the screening of applications will be invited to complete a take-home written exam, which is expected to take place the week of January 11, 2021. Candidates will have a few days to write the exam. Failure to complete the exam during the allocated time will result in elimination from the process. Arrangements for alternatives to this date will only be made in exceptional circumstances.

Please note that if you do not respond to communications sent by the RPL team during the selection process within the prescribed time frame, your application will no longer be considered in this process.

APPOINTMENT OPPORTUNITIES AND CONSENT:
Candidates who are deemed qualified via this process must consent to the distribution of their assessment results, résumé and personal information (e.g. biography, proof of all the academic excellence examples or distinctions that were indicated in your application, proof of education and citizenship) to hiring federal organizations.

Top down selection of candidates may be used in the determination of those to be given further consideration in the assessment process.

Preference

Preference will be given to veterans and to Canadian citizens, in that order, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
