Work environment

Telecommunications Operators provide a critical service within the RCMP that support both public and police officer safety.

A Telecommunications Operator is responsible for responding to both Police and Emergency 9-1-1 calls for service while dispatching RCMP and other emergency responders to incidents in their respective province. This requires a level of multitasking simultaneously on computers with multiple screens/programs while responding to calls on a radio/phone of which some may be highly stressful "life or death" situations. Telecommunications Operators are often exposed to emotionally charged clients and incidents which may be traumatic, violent and disturbing. Telecommunications Operators work shift work (24 hours a day, 7 days a week and 365 days a year).

Intent of the process

The intent of the process is to establish a pool of qualified candidates at the TCO-01 and TCO-02 group and level.

Candidates who are qualified at the TCO-01 level and who are selected for the Telecommunications Operator Training Program will be appointed to a determinate (term) appointment at the TCO-01 group and level.

Only the TCO-01 Trainees who successfully complete the training program* will be placed in a pool of qualified TCO-02 which may be used to appoint determinately (term) or indeterminately (permanent) at the TCO-02 group and level.

* The Training Program is comprised of in-class training followed by field coaching. The duration of the training program varies according to the location of the position.

Persons with a priority entitlement may self-refer if interested in the TCO-01 and TCO-02 position and will be considered in priority to all other applicants.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

*These qualifications will be assessed using the software, CritiCall. Each qualification is directly linked to a test module in CritiCall and applicants must meet the established pass-mark of each test module to continue in the selection process. *CritiCall assesses the following:
Decision making, keyboarding (minimum 43 words per minute), data entry (multi-tasking), data entry (multi-tasking with audio), memory recall: (audio), call summarization (multitasking), map reading, reading comprehension, spelling.

Candidates invited to an interview will be required to bring proof of their education credentials, in the form of a diploma or official transcript (original documents only).

Candidates who are unable to provide proof that they meet this essential qualification as requested may be eliminated from the process.

Testing/interviews will be conducted in Winnipeg, Manitoba and will require candidates to travel to the test/interview location.

TRAVEL RELATED TO THE SELECTION PROCESS - Candidates, including employees of the Public Service, will not be considered to be in travel status or on government business. Travel expenses to attend the career presentation, Criticall exam, and interviews are the responsibility of the candidate and will not be reimbursed.

The successful applicant will have to obtain, as a minimum, an RCMP Enhanced Reliability Status. The candidate must not have a Criminal Record. The process also requires a Security/Reliability Interview, a field investigation in matters of
credit/finances, education, employment, references, etc.

External candidates may be eligible for the initial appointment relocation entitlement of up to $5000 if they are not currently a federal public service employee.

Interested persons must meet the essential qualifications to be appointed to the position, in a manner determined by the Selection Board. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, operational requirements or organizational needs. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed. Only
those selected for further consideration will be contacted.

Practical and/or standardized tests may be administered for screening and/or assessment purposes.
