It is recommended that you describe the experience examples in specific terms, providing sufficient details so that the Assessment Board can clearly understand. Describe the situation/task, the action you took, what you accomplished and/or what you learned. Content of your response must be supported by your CV/resume as your responses to these questions will be used as a primary source of information and your CV/resume will only be used to validate this information. Should you indicate in your response "please refer to CV/resume" your application will be rejected.

Intent of the process

Immediate vacancies exist in Alberta.

The intent of this process is to staff permanent full time EC-03, EC-04 and EC-05 positions in Alberta.

In the event of a temporary vacancy, the following staffing actions may be used and /or considered: acting appointment, term appointment, assignment or secondment.

A combined pool of qualified candidates may be established inclusive of Public Service (PS) employees and Civilian Members (CM) for Intelligence Analyst positions with various tenures and locations in Alberta.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM. Information regarding the CM appointment will be sent to all applicable candidates who are within the area of selection and participated in the advertised process.

EDUCATION
Required for all Streams (Stream 1: EC-03, Stream 2: EC-04, Stream 3: EC-05)

Graduation with a degree from a recognized post-secondary institution with acceptable specialization* in economics, sociology or statistics.

* Candidates must always have a degree. The courses for the specialization do not necessarily have to be part of a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and experience.

Degree equivalency

EXPERIENCE

Required for Stream 1 (Stream 1: EC-03)

E1. Experience conducting research, analyzing, and writing reports.

E2. Experience in applying analytical techniques or qualitative/quantitative methodology within a research project.

E3. Experience in producing and presenting material (in at least one of the following: reports, presentations and project findings) to decision-makers.

Required for Stream 2 (Stream 2: EC-04)

E4. Significant* experience conducting research, analyzing, and writing reports to provide guidance or recommendations to decision makers.

E5. Experience in developing or applying analytical techniques or qualitative/quantitative methodology to advance a project.

E6. Significant* experience in producing and presenting material (in at least two of the following: reports, presentations, project findings, and briefings) to decision-makers.

E7. Significant* experience establishing and maintaining working relationships with internal or external partners/stakeholders.

* “Significant” is defined as the depth and breadth of experience that would normally have been gained performing the duties for a period of two (2) years.

Required for Stream 3 (Stream 3: EC-05)

E8. Significant** and recent*** experience in intelligence analysis (in at least one of the following: crime, tactical, operational, strategic) including researching, collecting, evaluating and analyzing information to provide recommendations for decision makers.

E9. Significant** and recent*** experience in developing or applying analytical techniques or qualitative/quantitative methodology to advance a file or project (defined as tactical/investigative, operational or strategic intelligence).

E10. Recent*** experience in preparing and presenting briefing material for decision-makers to advance a file or project (defined as tactical/investigative, operational or strategic intelligence).

E11. Significant** experience establishing and maintaining partnerships**** with at least two of the following: domestic or international law enforcement or intelligence agencies; government agency/departments; academic communities; private sector.

** “Significant” is defined as the depth and breadth of experience that would normally have been gained performing the duties for a minimum period of three (3) years.
*** “Recent” is defined as experience gained within the last five (5) years.
**** “Partnerships” refer to outside of the applicant’s existing agency or department.

AEd1. Master’s degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics or discipline related to the position, such as but not limited to finance, international relations, political science and computer sciences.

For Stream 3 (Stream 3: EC-05)

All the above asset education, plus the following for EC-05 positions.

AEd2. Successful completion of the Tactical Intelligence Analysis Course (TIAC).

AEd3. Successful completion of the Strategic Intelligence Analysis Course (SIAC).

AEd4. Successful completion of the Criminal Intelligence Foundation Course (CIFC).

Degree equivalency

EXPERIENCE
For Stream 1 (Stream 1: EC-03)

AE1. Experience with analytical tools, databases and/or mapping software (e.g. i2, iBase, Access, ArcGIS).

AE2. Experience using open source/social media tools.

AE3. Experience demonstrating proficiency with Microsoft Office (Word, Excel and PowerPoint).

For Stream 2 (Stream 2: EC-04)

AE4. Experience with analytical tools, databases and/or mapping software (e.g. i2, iBase, Access, ArcGIS).

AE5. Experience using open source/social media tools.

For Stream 3 (Stream 3: EC-05)

AE6. Experience with analytical tools, databases and/or mapping software (e.g. i2, iBase, Access, ArcGIS).

AE8. Experience working in the financial services industry (e.g. banking sector, finance, or risk management).

AE9. Experience conducting threat or risk assessments.

• Top Secret security clearance.

• Be in possession of a valid driver’s licence (some positions).

• Willingness and ability to work overtime as and when required and on short notice.

• Willingness and ability to travel domestically/internationally to attend training/work away from home, as necessary.

• Willingness and ability to work in a busy police environment, including exposure to unsettling and/or graphic material.

• Willingness and ability to participate in the Intelligence Analyst Understudy Training Program.

• Willingness and ability to testify in court.

Please note: For positions in the Internet Child Exploitation unit (ICE), candidates will be subjected to graphic material involving children throughout the course of their duties. Prior to, and throughout the course of employment, candidates are required to successfully undergo RCMP psychological screening requirements for ICE employment.

A written exam(s) will be administered.

An interview will be administered.

Reference checks will be sought.

A random or top down selection of candidates may be used in the determination of those to be given further consideration in the assessment process.

A cut-off score may be used in the determination of those to be given further consideration in the assessment process.

Successful candidates will require a valid Top Secret RCMP security clearance prior to appointment and throughout the tenure of their employment. The process to obtain RCMP security clearance involves a security interview and a field investigation which includes reference checks, verification of credit, education, previous employment, alcohol and/or drug abuse. As such, the process may take several weeks to complete.

Preference

Preference will be given to veterans and to Canadian citizens, in that order, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
