Assessment accommodation

When you apply to this selection process, you are not applying for a specific job, but to an inventory for future vacancies for the 2021 Census. As positions become available, applicants who meet the qualifications may be contacted for further assessment.

This inventory will be used to staff positions of various durations between April and August 2021. Various shift schedules; Full-time positions (37.5 hours/week).

The first assessment wave will begin in NOVEMBER 2020. We encourage you to APPLY NOW, as candidates currently in the inventory will be considered for the first wave of assessments. The inventory will be used on an as required basis.

Statistics Act Employees (StatAct) are not subject to the Public Service Employment Act (PSEA) and Statistics Canada handles its own recruitment.

In your PSRS questionnaire responses, clarity, coherence, conciseness as well as appropriate attention to detail (spelling, grammar and relevance to the factor being substantiated) will be used to evaluate the essential qualifications.

Candidates who meet all of the essential qualifications and who have indicated that they are interested in working at both locations will be appointed based on requirements, meaning they could be hired in either location.

Duties

DATA OPERATIONS CENTER:

The Data Operations Centre (DOC) is responsible for the management of all processing operations (receipt and registration of all questionnaires, document preparation, scanning, data capture, editing and coding) for the 2021 Census of Population and the 2021 Census of Agriculture.

ONSITE WORK:
Employees at this location will be performing one or more of the following tasks:

• Receipt and Registration: Track and register all questionnaires as they arrive
• Document Preparation: Prepare documents for scanning
• Scanning: Scan questionnaires using high-speed scanners and imaging systems

TELEWORK:
The employees working remotely will be assigned one or more of the following tasks:

• Census Help Line: Answer telephone inquiries pertaining to the census, process respondent requests for further action and assist callers in completing their questionnaire
• Capture: Capture data from questionnaires into the processing system (data entry)
• Edits: Using built-in tools, perform edits of data in preparation for the next processing phase
• Coding: Transform written responses into numeric codes using reference files.

Intent of the process

Statistics Canada is now hiring for the Data Operations Centre in the National Capital Region. Approximately 1,000 temporary employees are needed to fill Processing Operators positions, between April and August 2021. These jobs are a great opportunity to gain experience and to learn more about the Census of Population and Census of Agriculture.

A pool of qualified candidates may be established from this inventory and may be used to staff similar positions within Statistics Canada across Canada with various tenures, linguistic profiles, operational requirements and conditions of employment.

Additional qualifications may be required by the hiring manager(s). Applicants will be provided the opportunity to submit information or be assessed in relation to any additional qualifications that may be applied.

Conditions of employment

Candidates must:
• be 18 years of age or over;
• receive a reliability status security clearance;
• provide proof that they are a Canadian citizen or permanent resident, or possess a valid work permit from Citizenship and Immigration Canada.

CONDITIONS OF EMPLOYMENT SPECIFIC TO ASSIGNED ONSITE WORK POSITIONS:
• Willing and able to work at the onsite location;
• Able and willing to work day and/or evenings Monday to Friday
- 7:00-15:00 or 15:30-23:30.

CONDITIONS OF EMPLOYMENT SPECIFIC TO ASSIGNED REMOTE WORK POSITIONS:

In these positions, you will be required to work exclusively from home and will be considered an employee working from home. You will therefore not have a physical workplace and the following conditions of employment have become a requirement of the position.

• Carry out the duties associated with this position from your home as required;
• Cover all costs related to the maintenance of your home and its associated use;
• Ensure you can work from a location within your home that is secure, and safe from hazards that may cause injury. A secure location is one that is not in a public space and that is not surrounded by anyone who could see your screen or documents, or could overhear your conversation, unless they have the need to know;
• Access to reliable broadband internet at your place of residence;
• Able and willing to work an 8hr shift between the following hours, days, evenings and weekends
- Monday to Friday; 6:15-23:00
- Saturday to Wednesday; 6:45-19:30.
