DETERMINATIONS AND COMPLIANCE BRANCH
The mandate of the Determinations and Compliance Branch is to provide approvals, issue licences, permits and certificates of fitness, monitor and enforce industry compliance with legislative and regulatory provisions and Agency orders, and make decisions on a wide range of matters involving federal air, rail and marine transportation. Senior analysts contribute to the success of these programs by providing expert advice on rail liability insurance, the evaluation of Canadian airline ownership and control and on marine coasting trade, and compliance matters Senior analysts support the mandate by participating in the negotiation and administration of air transport agreements, by providing expertise on regulatory projects, by developing reports and recommendations on compliance matters and by conducting other complex analysis involving corporate and financial information for rail and air.

This process is to staff one indeterminate position. A pool of partially or fully qualified candidates will be established through this process to staff future positions with various tenures (indeterminate, determinate, deployment, acting, and assignment/secondment) with similar requirements, various language requirements and profiles and various security requirements, which may vary according to the position being staffed.
Results of this staffing process may be used for similar positions in the Agency and other departments and agencies in the federal government.

ESSENTIAL QUALIFICATIONS
EDUCATION:
Bachelor degree from a recognized university in a field related to the duties of the positions (e.g. economics, law, commerce, finance) or a combination of education, training and/or experience.
EXPERIENCE:
Significant experience* in conducting analyses, synthesizing large volumes of information and preparing reports related to economics, law, commerce or finance.
Significant* experience providing oral and written advice and recommendations to senior management or board members through presentations, reports, briefing notes or correspondences.
Significant* experience in the analysis and review of business plans or financial proposals.
Definitions:
*Significant experience is defined as the depth and breadth of experience associated with having performed a broad range of related activities as the MAIN function for a approximately two (2) years. The amount and the diversity of these activities as well as the autonomy level may also be taken into consideration.
ASSET QUALIFICATIONS
EDUCATION:
Recognized professional Accounting Designation (CPA, CA, CMA; CGA).
Post-graduate degree from a recognized university in a field related to the duties of the position such as finance, economics, commerce, law, international affairs, business, social sciences, human rights (or other relevant field of specialization will be considered).
Recognized Law Degree (LL.B., J.D., B.C.L.)
EXPERIENCE:
Significant* and recent** experience providing advices and communicating with businesses or external stakeholders.
Significant* experience in the analysis and review of complex** business plans or proposals.
Experience working in the transportation sector (public or private).
Experience in providing advice related to commercial lending, accounting or financial analysis.
Experience working in a regulatory environment.

The Asset Qualifications contained in the Statement of Merit Criteria may be used as a screening tool. Candidates must meet all of the essential qualifications to be appointed to a position. A candidate may be appointed to a position even though he/she does not meet any or all of the asset qualifications or operational requirements. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.
Pass marks will be established for each qualifications. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process. Cut-off scores and/or top-down approach may be used at any stage of the staffing process if there are a sufficient number of candidates to meet anticipated staffing needs.
