Work environment

The PE Development Program is designed to facilitate the development of talented individuals who have the potential to excel as HR professionals. The program is an integrated, competency-based career development framework, designed to hire participants at the junior level and, after fulfilling training and development requirements, appoint them to the working level (PE-03). Program duration will vary for each participant depending on the individual’s state of professional development, their performance, and the learning and development required for their respective discipline.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

ESSENTIAL QUALIFICATIONS:
EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology or in any other field relevant to the work being performed OR an acceptable combination of education, training and/or experience.
NOTE: Indeterminate incumbents of PE positions and of positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions on October 1, 1999, who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing PE positions and positions in the Office of the Superintendent of Financial Institutions and Indian Oil and Gas Canada that are equivalent to PE positions. This note also applies to persons appointed or deployed, for an indeterminate period, to PE positions after that date as the result of staffing transactions started before October 1, 1999.

Recent and Significant experience in providing human resources support services to clients.
• ‘Recent’ is defined as experience obtained within approximately the last three (3) years.
• ‘Significant’ experience is defined as depth and breadth of experience normally associated with having performed human resources support services over a one (1) year period.
Experience in the interpretation of collective agreements, acts, regulations, or policies related to human resources.

Candidates may be contacted and assessed against these criteria at any time during this process.

Interested persons must meet the essential qualifications to be appointed to the position, in a manner determined by the Selection Board. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, operational requirements or organizational needs. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.

Once established, the qualified pool will be valid for a period of 12 months and may be extended.

Please note that candidates (including persons employed in the Public Service) will not be considered to be in travel status or on government business and travel costs will not be reimbursed. Consequently, candidates will be responsible for travel costs.

Random selection may be used to identify which applicants will be assessed or appointed in this appointment process.

If a qualified candidate has been selected and appointed on an indeterminate basis from the established pool, they will be removed from the pool. If a candidate is selected for a specified period (including term, acting, or assignment/secondment) appointment, they will remain in the pool for future offers.

Any information provided by a candidate through their application or assessment that is deemed to be incorrect or fraudulent will be eliminated from further consideration.

Experience qualifications will be assessed upon application. Further confirmation or assessment may be conducted through reference checks.
