Duties

GT-04 – Response Officer/Specialist
Under the direction of a Canadian Coast Guard Environmental Response Senior Response Officer, this position carries out environmental response duties in the marine environment as part of the Canadian Coast Guard’s federal mandate. This includes environmental emergency management activities and response activities in the field, preparedness and readiness activities, and carrying out administrative duties.

GT-05 – Senior Response Officer
Under the direction of the Canadian Coast Guard Deputy Superintendent of Environmental Response this position carries out environmental response duties in the marine environment as part of the Canadian Coast Guard’s federal mandate. This includes environmental emergency management activities and response activities in the field, preparedness and readiness activities, multipartner’s projects management and carrying out administrative duties including human resource and financial management. In addition the Environmental Response, Senior Response Officer (ER SRO) provides supervision for Environmental Response specialists, assumes regulatory authority on the part of the Crown for environmental response in the marine environment and completes reports and assessments.

Degree equivalency

Experience:
GT-04 only
- Experience providing operational training, briefings or presentations;
- Experience preparing reports and technical documents using computer software such as but not limited to Microsoft Word, Excel and Outlook;
- Recent* experience in marine emergency response at a field level or experience managing other field emergency situation.

GT-05 only
- Recent* experience in emergency response management;
- Experience as a project team member involving multiple contributors, both internal and external;
- Experience liaising with external public and private partner organizations;
- Experience writing reports that require analysis, such as but not limited to operational documents and external correspondence;
- Experience supervising staff;

*Recent is defined as Experience acquired on the job within the past 5 years under the current legal framework.
Note: Experience must have been acquired in the workplace

Asset Qualifications

Degree equivalency

Occupational Certification:
- A deck or engine room Marine Certificate of Competency issued under the CANADA SHIPPING ACT, 2001 Marine Personnel Regulations SOR/2007-115 for a Master Limited (60 Ton) or higher and /or a Fourth-Class Engineer, Motor Ship or higher. Certificates will be rated in order of precedence according to the regulations;
- Radio Operator’s Certificate (Maritime) or higher
- Accredited qualifications as an instructor for first aid and/or exercise development and delivery and/or vessel operations;
- Small Vessel Operator’s Certificate (SVOP);
- ICS Certification;

Experience:
- Experience in emergency response contingency planning
- Experience in equipment life cycle management
- Experience providing operational training
- Experience in small craft operations

GT-04 only
- Experience with the Incident Command System
- Experience working in multi-disciplinary teams
- Experience operating small equipment, for example: forklifts, hoists, trailers, all-terrain vehicles etc.
- Experience with responding to marine pollution incidents.
- Experience developing or assisting in operational exercises.
- Experience in using mapping software and managing cartographic databases
- Experience in simple maintenance of small equipment and or assets such as pumps, skimmers, outboard engines.

GT-05 only
- Experience developing and directing exercises
- Experience applying federal occupational health and safety risk assessment and mitigation measures
- Experience managing a budget
- Experience conducting operational reviews, research and investigations
- Experience working in a command post as the general staff (OSC,PSC,LSC,FSC) or their deputy.

- Experience managing marine pollution response operations
- Experience in equipment and personnel logistics.
