The salary range for this position is: $97,974 to $123,994 plus applicable northern allowances, as well as vacation travel assistance. Rates and conditions are subject to change.
The Senior Project Manager leads a small team in the Yellowknife office and works closely with other federal departments, territorial governments, assessment and regulatory boards, Indigenous governments and organizations and industry to ensure the effective and timely execution of the environmental assessment and regulatory processes for major resource development and infrastructure projects in the Northwest Territories.
This position is part of the Northern Projects Management Office (NPMO) of CanNor reporting to the Director General and focuses on three main mandate areas:
Project Coordination - Coordination of the federal effort related to the northern and environmental regulatory review processes in all three territories and tracking progress of resource development and infrastructure projects.
Consultation Coordination - Coordination and ensuring adequacy of Crown consultation with Indigenous communities related to the environmental assessment and regulatory processes.
Convening, Pathfinding and Advocacy - Providing advice and issues management among federal and territorial governments, Indigenous governments and organizations, industry, regulatory and review boards, investors and communities.
Established in August 2009, the Canadian Northern Economic Development Agency (CanNor) is the only federal department with an exclusive mandate for the North. The headquarters of CanNor are located in Iqaluit, Nunavut. CanNor also has a regional office in Yukon , Northwest Territories, and a liaison office in Ottawa.
CanNor’s vision is to develop a strong, diversified, sustainable and dynamic economy for Northerners and Indigenous people, communities and businesses across Canada’s three Territories. As the smallest of the Government of Canada’s six regional development agencies (less than 100 staff in total), CanNor provides a unique opportunity for individuals looking to be part of a small but dynamic organization.
The intent of this process is to fill one (1) full-time indeterminate (permanent) position in Yellowknife, Northwest Territories.

Education:
ED: Graduation with a degree from a recognized post-secondary institution and/or an acceptable combination of education, training and/or work experience.
Acceptable combination is defined as having a secondary school diploma with experience in:
. Providing advice to senior officials related to resource development of regional infrastructure projects.
. Project Management - especially in the resource development project sector.
. Leading or participating in board based technical working groups.
. Working in multi-disciplinary teams.
Experiences:
E1: Significant* experience in providing written advice to senior** officials through correspondence, briefings and reports.
E2: Significant* experience in managing the development, implementation and evaluation of government programs or project frameworks involving multiple stakeholders.
E3: Significant* experience in participating in the review of major resource development projects related to provincial/territorial or federal review and approval processes.
E4: Experience in building and maintaining partner/stakeholder networks.
E5: Experience working in multidisciplinary teams.
E6: Experience in managing human and financial resources.
(*) Significant is defined as the depth and breadth of experience normally associated with full-time performance of duties for a minimum period of two (2) years.

K2: Knowledge of the issues, challenges and opportunities related to the Northern Economic Development.
K3: Knowledge of federal and territorial government roles and activities related to economic development in Northern Canada.
