Duties

1. Leading and directing the planning, organization and implementation of the oil and gas land and royalty management program dealing with disposition of surface and subsurface rights and collection of royalties from Indian lands resulting from oil and gas exploration, development, recovery and processing, so that resource returns are optimized and that First Nation interests are fully protected;

2. Develops and implements plans to support First Nation aspirations for greater self reliance in the management and control of oil and gas resources, ensuring First Nations consultation in respect to all major decisions or factors impacting on disposition or leasing activities;

3. Directs the planning and formulation of the policy and the development of long and short term operational plans, procedures and programs based on past, current and future knowledge of land activities, royalty administration, industry-wide trends and development, domestic and world land market conditions and economics, to ensure effective resource management;

4. Plans, organizes and leads negotiations of highly technical complex agreements relative to business transactions and directs the preparation of legal documents relating thereto in accordance with Departmental and Justice requirements.

5. Controls the disposition of Indian oil and gas rights by public tender, direct negotiations or other processes to ensure that maximum benefits are realized in light of current economic conditions. Enhances disposition process through promotion of plays, participation surveys, industry contact and communication.

6. Delivering results by maximizing organizational effectiveness and sustainability within federal legislative, regulatory and policy requirements, ensuring:

o Demonstrating values and ethics, communicating and providing clear directions on the organizational mission, objectives and priorities, resolving on-going issues, considering risks in decision-making, managing changes and engaging, developing and maintaining relationships with stakeholders including First Nations, industry, ISC and other government departments.
o Implementation of the HR strategy, including responsibilities for planning, recruitment and staffing, building teams, motivating and coaching staff, monitoring, evaluating and dealing with performance issues, managing workloads and staff development, and ensuring that staff has the required capacity.
o Development of resource plans and reports, allocation and management of directorate resources transparently within delegations, implementation of strategies to achieve operational efficiencies, monitoring and reporting on issues and acting on audit, evaluation and performance information.

Work environment

IOGC is located away from Calgary's downtown core at the west end of Anderson Road on Tsuut'ina First Nation lands.

Recent and significant* experience in:

1. Managing human and financial resources.

2. Managing, developing and implementing oil and gas programs.

3. Working with First Nations and industry in order to achieve satisfactory outcomes in complex situations.

*Recent and significant experience is understood to mean the depth and breadth of the experience normally associated with having performed a broad range of various related activities which are normally acquired over a period over at least three years within the last five years.

IOGC is an organization committed to managing and regulating oil and gas resources on First Nation reserve lands. It is a special operating agency within Indigenous Services Canada. IOGC is responsible for the administration of oil and gas resources on First Nation reserve lands across Canada, primarily south of the 60th parallel. Most of IOGC's work is in Western Canada in the area of the Western Canada Sedimentary Basin.
