The Canada Energy Regulator works to keep energy moving safely across the country. Reporting to the Director of the Research and Innovation Team in the System Operations Business Unit, the Regulatory Compliance Officer (Incidents) is expected to:
(1) Assist process advisors with maintenance and improvement of the CER’s processes for managing incidents;
(2) Perform QA/QC on CER’s process for managing incidents, troubleshoot issues, improve the process as required, including procedures, and work instruction updates;
(3) Manage the development, implementation, and/or delivery of training related to CER processes for managing incidents;
(4) Review and analyse complex data and information related to oil and gas pipelines and facilities incidents;
(5) Triage and assign incoming incidents;
(6) Participate in incident investigations depending on previous experience and training;
(7) Analyze incident data for performance reporting and/or for compliance verification planning purposes or as requested by other teams;
(8) Develop and manage performance metrics and reporting requirements;
(9) Communicate frequently with regulatory operations staff and other internal and external stakeholders; give presentations and develop technical/engineering reports, briefings and memos;
(10) Analyze emerging trends, audit and investigation findings and draw out meaningful conclusions regarding companies’ safety management system performance and risk control measure effectiveness;
(11) Liaise with other regulators, industry, associations, and technical experts to exchange and acquire information and knowledge on issues and best practices;
(12) Work in a multi-disciplinary team environment, consult with colleagues and senior technical specialists; and
(13) Perform other related duties as required.
The Regulatory Compliance Officer (Incidents) may conduct field inspections, audits, or site visits, which may be in remote areas.
A pool of candidates may be created. Qualified candidates may be used to staff other similar positions at an equivalent or lower level on a term, indeterminate or acting basis. Appointment of qualified candidates will be based on the assessment results of the essential or essential and asset qualifications and with regard to breadth and depth of experience.

Education: Graduation from a recognized university with a degree in engineering (safety, process, mechanical, chemical, petroleum, civil or other engineering specialty related to the duties of the position) or emergency management, physical, biological, environmental sciences, process safety, or other discipline related to the requirements of the position.

E1 Recent experience in a major hazard industry (e.g. oil and gas, nuclear, chemical processing) in one or more of the following areas:

AQ1 Experience leading compliance and/or investigative response to major incidents (e.g. pipeline ruptures, blowouts, major spills, etc.).
AQ2 Specialized expertise or an advanced degree in engineering (safety, process, mechanical, chemical, civil, or other engineering specialty related to the position).
AQ3 Experience in incident process development, or maintenance, including process design, process mapping, drafting of policy and procedure documents, training development and training delivery.
AQ4 Experience with federal and/or provincial regulatory incident reporting requirements specific to the upstream, downstream and/or pipeline sector.
AQ5 Experience in project management.

1. The CER has a classification system that differs from the greater public service. This NEB-10 position is similar to a PC-04 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

3. 4. Appointment Requirements: Candidates must meet each essential qualification and the conditions of employment to be appointed to the position. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, organizational needs or operational requirements; however, meeting these criteria is desirable and may be a deciding factor in choosing right fit for appointment.
5. Salary: Effective 1 November 2019 NEB-10, $97,236 to $118,307 (subject to revision)
The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments
6. Terms of Employment: This position has been allocated and applies to the bargaining unit represented by the CER Professional Institute of the Public Service of Canada.
