Intent of the process

The intent of this process is to establish a pool of fully or partially qualified candidates to fill current and future staffing needs. This pool of candidates may be used to staff similar positions of various tenures (casual employment, term or indeterminate) at Transport Canada.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION
• A degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group.
OR
• Eligibility for a recognized professional accounting designation. The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), Certified General Accountant (CGA).

NOTE: Specialization will be defined as having successfully completed a university degree within accounting, finance, business administration, commerce or economics.

Degree equivalency

EXPERENCE
• Experience analyzing financial information, evaluating issues and developing recommendations.

Recent and significant* work experience in one (1) or more of the following areas:
• Financial Planning and/or Resource Management;
• Financial Reporting;
• Internal Control or Audit (related to finance);
• Costing;
• Accounting Services;
• Financial Policy Development or Interpretation;
• Financial Systems Development, Implementation or Maintenance.

* Recent and significant is defined as depth and breadth of experience normally associated with having performed a broad range of related activities at the FI-01 group and level or equivalent level over a period of approximately two (2) years within the last three (3) years.

ASSET QUALIFICATIONS
• Possession of a recognized Canadian professional accounting designation (i.e. CA, CMA, CGA or CPA).

Degree equivalency

• Experience supervising staff.
• Experience developing and delivering information or training sessions
• Experience in preparing, analyzing and/or evaluating project and funding proposals, costing estimates or business cases.
• Experience in preparing, analyzing, and/or reviewing Treasury Board submissions and cabinet documents.
• Experience in organizational financial planning and budget management
• Experience in developing, implementing or interpreting financial policies or procedures.
• Experience in implementing, developing, maintaining, troubleshooting or testing of integrated financial systems or business intelligence tools.
• Experience in preparing or auditing financial statements.
• Experience in documenting, assessing, or designing internal controls.
• Experience in providing advice and support to managers on financial management matters.
• Experience in accounting operations (includes revenue management).
• Experience using data analytic software (eg. Microsoft Power BI, IDEA, ACL, Tableau, etc.)

OPERATIONAL REQUIREMENTS
• Willingness and ability to work overtime on short notice.
• Willingness and ability to travel on occasion.
