The Principal Publisher (PP) is the central governing body overseeing the design, structure, analytics and quality of the Canada.ca site. PP is responsible for the daily operation of the website including the provision of support services for approved GC initiatives, such as but not limited to: Managed Web Services, Hosted Internet Search Solution, Social Media Account Management, Web Analytics, and mobile applications.

Intent of the process

The intent of this process is to staff one position and two anticipatory.

A pool of candidates may be created and used to staff similar positions within ESDC

Virtual work may be a possibility for certain position(s).

EDUCATION

Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed OR an acceptable combination of education, training and/or experience.

Notes:

1. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.

2. It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program in computer science, information technology, information management or another specialty relevant to the position to be staffed at the institution.

3. An acceptable combination could be a diploma from a postsecondary educational program and at least three years of Information Technology (IT) experience.

Degree equivalency

EXPERIENCES

Significant* experience developing IT solutions in at least two programming languages.

Experience working with clients, partners and/or stakeholders in the development and/or maintenance of IT solutions to meet business needs.

Experience in providing recommendations to clients and/or management on IT solutions through the identification and analysis of business requirements.

*Significant is defined as a total of two (2) years experience within the last five (5) years.

ASSET QUALIFICATIONS

ITIL Certification

Experience contributing to open source projects.

Experience representing an organization on committees or working groups.

Experience supervising people such as providing feedback, assessing performance, setting expectations and work plans.

Experience in GraphQL and React.

Candidates must meet all the essential criteria in order to be appointed.
However, applicants may be required to meet the asset qualifications or the organizational needs, depending on the requirements of the specific position being staffed.

Please note that asset qualifications, top-down and/or random selection may be used at any stage of the assessment process to identify which applications will be given further consideration.

What is a top-down selection? It is where only the top scoring candidates will be invited to the next stage of the assessment. Please note that different pass marks and cut-off scores can be used at various stages of the assessment process. Candidates who attain the pass mark might not be further considered in the process if they do not achieve the cut-off score.

We ask for your collaboration to ensure an efficient process but we will also try to provide some flexibility. We will not consider requests for rescheduling beyond the reasons we will outline to candidates. Candidates who do not respond to inquiries from the assessment committee by the required deadlines or fail to attend/complete the assessment without good reason may be eliminated from further consideration.

At the time of assessment, proof of Canadian Citizenship and proof of education will be required. A security check may also be administered during assessment.
