Intent of the process

The immediate need is to staff 4 positions on an indeterminate basis, with a linguistic profile of English Essential and an RCMP Enhanced Reliability security clearance.

A pool of candidates may be established and may be used to staff similar positions within the RCMP in the National Capital Region on an indeterminate or specified period (including term, acting, assignment or secondment) basis, with various linguistic profiles and various RCMP security clearances.

Should a Public Service (PS) employee be found qualified and selected for appointment, notification regarding the PS appointment, if applicable, will be posted on www.jobs.gc.ca in accordance with the Public Service Employment Act.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM. Information regarding the CM appointment will be sent to all applicable candidates who are within the area of selection and participated in the advertised process.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:
A bachelor’s degree (LL.B / LL.L) in common or civil law from a recognized Canadian post-secondary institution.

Degree equivalency

Experience:
EX1. Significant** experience analyzing complex and voluminous case files presenting difficult legal issues with little to no precedent and containing legal material such as legislation, regulation, jurisprudence, as well as policies and arguments on issues of a legal nature;
EX2. Significant**experience conducting legal research;
EX3. Significant** experience preparing in-depth reports including the analysis of, and advice and guidance on, legal issues to senior management, formulating an organization’s official position or response.

**Significant is defined as the depth and breadth of experience associated with having performed a broad range of related activities which could be normally acquired over a period of approximately two (2) years.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

Experience:
AEX1. Experience in criminal law;
AEX2. Experience working in an environment involving a review or oversight body;
AEX3. Experience with one or more of the following: a legislated public complaint process, administrative law, principles of natural justice and procedural fairness, judicial review.

K1. Knowledge of legal research principles and practices;
K2. Knowledge of the RCMP Act R.S.C., 1985, c. R-10, the RCMP Regulations 2014, the RCMP Administration Manual XII.2 (Public complaints) and of the Witness Protection Program Act S.C., 1996, c. 15.

Abilities:
A1. Ability to effectively communicate in writing with a high degree of proficiency in English;
A2. Ability to communicate effectively orally;
A3. Ability to provide advice and guidance to management on the interpretation and application of legislation and jurisprudence;
A4. Ability to consistently work alone with minimal supervision;
A5. Ability to analyze complex legal issues and to synthesize findings drawn from jurisprudence;
A6. Ability to present complex findings and recommend appropriate options;
A7. Ability to apply the RCMP Act R.S.C., 1985, c. R-10, the RCMP Regulations 2014, the RCMP Administration Manual XII.2 (Public complaints) and the Witness Protection Program Act S.C., 1996, c. 15.
