Integrated Technical Services (ITS) is a dynamic organization within the Canadian Coast Guard (CCG), with the mandate to deliver technical services and solutions in order to ensure that the CCG’s varied physical assets are capable, reliable and available to deliver CCG Programs to Canadians.
The Marine Engineering (ME) Branch within ITS was created to enhance the CCG’s ability to plan, manage, execute and report on vessel maintenance as well as providing technical expertise across the country to the CCG marine engineering community. We are a national team of project managers, engineers, technologists, technicians and support staff working to support all marine engineering aspects in our current fleet and future developments.
Engineers within the ME branch provide technical engineering support related to naval architectural, marine/mechanical, and electrical systems and equipment to the regions, fleet, and other branches and directorates within the CCG. This technical support includes developing conceptual designs for the modification of existing ships, developing and evaluating technical solutions for modifications to existing equipment and systems, investigating and evaluating new and innovative technologies, developing national technical standards, providing life cycle maintenance support for equipment, and conducting technical investigations related to marine equipment and systems.

EDUCATION:
- A secondary school diploma or employer-approved alternatives.

Degree equivalency

OCCUPATIONAL CERTIFICATE:

- Second Class Marine Engineering, Certificate of Competency issued by Transport Canada with enough sea time to be eligible for a First Class Marine Engineering, Certificate of Competency issued by Transport Canada.

EXPERIENCE:

- Significant* experience working in a Marine Environment which is defined as either shipboard operations or industry directly involved supporting the maintenance, overhaul or repair of ships or management of projects within the marine industry.

- Experience providing strategic advice or recommendations to senior management**.

- Experience in the management of human and financial resources.

*Significant experience is understood to mean the depth and breadth of the experience normally associated with having performed a broad range of various related activities which are normally acquired over a period of at least three (3) years.

**Senior Management is defined as EX-01 and above.

ASSET QUALIFICATIONS

EDUCATION:

- Graduation from a recognized post-secondary institution with a degree in marine engineering, naval architecture or in mechanical or electrical engineering, or acceptable combination of education, training and experience.

- Recognized Project Management diplomas or Project Management Professional (PMP) certified designation.

- Graduation with a degree from a recognized post-secondary institution in engineering or engineering technology program.

- Graduation with a degree from a recognized post-secondary institution in Marine Studies, Maritime Law or Maritime Management.

Degree equivalency

OCCUPATIONAL CERTIFICATE:

- First Class Marine Engineering Certificate of Competency issued by Transport Canada

EXPERIENCE:

- Experience managing complex acquisition or in-service projects.

- Experience supervising or leading staff or teams in a marine environment.

- Experience liaising with Public Services and Procurement Canada on the development, coordination and on-going management of acquisition projects

- Experience developing or carrying out quality assurance and quality inspection activities.

- Experience developing or carrying out Technical Inspections.

- Experience onboard a vessel engaged in Canadian Coast Guard (CCG) or Department of Fisheries and Oceans (DFO) programs.

- Experience analyzing and developing Statements of Operational Requirements or Technical Statements of Operational Requirements related to the construction, modification or modernization of a CCG asset.

- Experience using project management processes and principles.

KNOWLEDGE:

- Knowledge of the regulatory framework (regulations, codes, standards, class societies) relevant to the operation of ships, including their maintenance.

- Knowledge of the principles of Life Cycle Management.

- Knowledge of the principles of contracting in accordance with the Government Contracting Regulations and the Financial Administration Act (FAA).
