Duties

As an Integrity Services Investigator, you will have the opportunity to use your judgment, decision-making, client focus and information-gathering skills to ensure people receive the government benefits for which they are eligible. Some activities you will carry out as part of your duties include:

• Determining eligibility and conducting complex investigations of misuse and/or abuse of Employment Insurance benefits, Pension benefits, the Temporary Foreign Worker program and Social Insurance Numbers.

• Working closely with local and regional police, RCMP, other federal agencies and victims of identity theft.

• Recommending penalties and sanctions, as well as prosecution of individuals as set out under the related Acts and Regulations.

Programs of Interest:

1. Temporary foreign worker: conducts investigations for non-compliance in relation to employers hiring temporary foreign workers (TFW) under approved Labour Market Impact Assessments (LMIA).

2. Employment insurance: conducts investigations related to eligibility of benefits relating to temporary financial assistance to unemployed Canadians.

3. Pensions: conducts investigations related to the eligibility of benefits relating to Canada Pension Plan and Old Age Security pension.

Intent of the process

When you apply to this selection process, you are applying for an inventory for current and future PM-02 positions. We intend to complete assessments for our immediate hiring by March, with a start date as early as April! This process will also be used to staff our ongoing needs throughout the year.

A pool of qualified candidates will be created to staff similar positions within ESDC with various position titles and language requirements. We therefore encourage you to submit an application ASAP as we have ongoing needs!

•Once hired, you will participate in a phased training approach that blends both in-class and hands-on learning. Your career starts with a 2-week in-class training, onboarding and other learning activities. You will also participate in a post-training practicum that provides regular guidance and feedback to support your integration into the role.

Secondary school diploma or employer-approved alternatives (a satisfactory score on the PSC test approved as an alternative to a secondary school diploma (GIT-320); or an acceptable combination of education, training and/or experience).

The acceptable combination will be evaluated by considering the highest level of education achieved and/or the depth and breadth of training and/or experience accumulated in an office setting or a client service environment.

If you are screened into the process and contacted for further assessment, you are expected to provide proof of education upon request. Your resume must clearly demonstrate how you meet the educational requirements.

If you were educated outside of Canada, you must have your credentials assessed against Canadian education standards (Canadian equivalency).

Degree equivalency

Asset Qualifications

Graduation with a degree from a recognized post-secondary institution.

Degree equivalency

Experience in conducting investigations.

Operational Requirements

• Willing and able to work overtime as required.

• Willing and able to travel for operational purposes frequently for periods of up to five (5) days.

• Maintenance of a valid and current Class "G" Ontario driver's license, or other provincial equivalency.

• Willing and able to travel by driving or other various modes of transportation such as by train or plane.

ASSESSMENT

Your application in this inventory will be active for 90 days. A notice that your application is about to expire will be posted to the My jobs menu of your account 10 days before the end of your active period. If you do not take action, your application will no longer be active and therefore no longer considered for this inventory. Should your application become inactive while the process is still open, a notice will be posted to your account indicating that your application has expired; you may select the link Update my Inventory Status to reaffirm your interest.

All information collected during the selection process, from the time of application to the end of the process, can be used to evaluate candidates.

When completing your online application, answers to all pre-screening questions will be used to assess the « Written Communication » competency. Your answers will allow the assessment board to determine if you have this competency and if you will be invited to the next steps in the process. Please note that this competency will also be evaluated throughout the entire duration of this selection process, through all communication exchanges with the committee.

Testing/interviews may be conducted at locations of the employer's choice and may require candidates to travel to the test/interview location. Candidates are responsible for their travel costs. Testing may be administered during the day, evenings and/or weekends.

• “Top down selection” is when candidates are hired or chosen to move onto the next step of the selection process based on their results in the process so far. Candidates with the highest scores overall, or based on business needs may be selected first.

All parts of the assessment process may be used to assess personal suitability.
