Salary, Allowances, and Benefits:

In addition to salary, you are entitled to an isolated posts allowance. This can range from $18,000 to $33,000 per year, depending on the number of dependants, geographic location and whether the accommodation is provided by the Crown. You are also entitled to vacation travel allowance of approximately $2,000 to $3,000 twice a year for you and each eligible dependant.

As a federal government employee, you will also receive a comprehensive benefit package including an employee pension plan and health, dental and group insurance.

Duties

As the Regional Water Resources Coordinator, you would be responsible for coordinating the departmental review of applications made to the Nunavut Water Board for any water use and waste disposal projects (such as municipal, exploration, mineral development, and research projects) that have the potential to impact fresh water quality and quantity as well as preparing and presenting departmental interventions at Nunavut Water Board public hearings.

Intent of the process

We would like to hire a candidate for an indeterminate position located in Iqaluit.

A pool of qualified candidates may be established to fill similar or identical positions in the future at Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) or other federal departments and agencies located in Nunavut. Please note that the tenure or security requirements may vary.

The following criteria will be assessed using your resume and the screening questions we ask you to complete online. To ensure that you are selected, you must demonstrate when, where and how you acquired each of the qualifications by giving concrete examples.

Here is what you must have to be selected:

• Graduation with a secondary school or college diploma or an acceptable combination of education, training and/or experience.

Degree equivalency

• Experience related to water monitoring, environmental assessment, project management or inspection and compliance.
• Experience working with clients and stakeholders.
• Experience with providing advice on regulatory requirements pertaining to water management.

Here are the assets we are looking for:

• A diploma and/or degree in Resource Management or Environmental Sciences from a recognized college and/or university.

Degree equivalency

• Experience in the review and analysis of industrial and municipal undertakings and their impacts on water resources.
• Experience working in a northern environment.
• Experience working in a cross-cultural environment as it relates to Inuit culture and values.

You will have to communicate, both in writing and orally, in English as part of your work.

Information on language requirements

The following criteria are essential for the job, but they will be assessed later using different assessment methods (written exam, interview, reference check, etc.):

• Knowledge of the Nunavut Agreement and its role in water management.
• Knowledge of the elements of a water management program.
• Knowledge of legislation and regulations related to water resource management in Nunavut.

• Ability to analyse water management and related regulatory issues and provide advice and recommendations.
• Ability to communicate effectively both orally and in writing.
• Ability to establish a work plan, meet deadlines and work effectively and efficiently under pressure.

In addition to having the knowledge and abilities mentioned above, you are a person who has the following personal suitabilities:

• Team work
• Attention to detail
• Initiative
• Effective Interpersonal Relationships

• Knowledge of Water Licensing processes.
• Knowledge of environmental assessment processes.
• Knowledge of roles and responsibilities of government and Institutions of Public Government under the Nunavut Agreement in Nunavut.

• Ability to provide advice on the development of regional policies and plans related to water, the environment and/or cumulative effects.
• Ability to communicate in Inuktut.

These are assets that are assessed later, but you do not need to meet them to be considered qualified. However, please note that preference may be given to those for whom this is the case.

Indigenous Peoples: Preference given to persons self-identifying as Nunavut Inuit enrolled under the Nunavut Agreement.

The operational requirements listed below may be requested, upon taking up the position.

• Able and willing to travel to small, remote communities via small aircraft.
• Able and willing to occasionally work overtime/weekends especially during public hearings.

Conditions of employment

The successful candidate will be required to obtain a Reliability Security Clearance prior to taking up the position. A Medical Clearance might be also required.
