Work environment

Small Craft Harbours, a branch of Fisheries and Oceans Canada, focuses on providing a sustainable national network of safe and accessible commercial fishing harbours. These harbours are fully operational, in good working condition and managed by self-sufficient local harbour authorities who represent the interest of users and communities.

Key responsibilities in the position include:
- Establishing and maintaining relationships with clients, including representatives of the harbour authority community, town councils, and other third party groups
- Project delivery
- Providing support to managers and team members including advice, guidance and recommendations
- Analyzing data and other intelligence pertaining to harbours and harbour authorities
- Coordinating and participating in meetings
- Managing multiple demands which can involve time pressures and tight deadlines
- Traveling via car, plane or ferry to coastal and remote communities as required

Intent of the process

Anticipatory staffing. The process may be used to fill positions at the PM-03 or similar level, in indeterminate and term capacities at various locations in Newfoundland and Labrador. Please note the process may be used for acting, secondment, assignment and deployment opportunities for current public service employees.

Education:
• Graduation from a recognized post-secondary institution from a program of at least 2-years in duration with a specialization in business, project management, engineering, communications or other discipline relevant to the position.

Degree equivalency

Experience:
• Experience in providing advice, guidance and functional oversight to clients.
• Experience in leading discussions aimed at resolving complex issues.
• Experience in providing advice and recommendations to management on matters of a complex nature.
• Experience in building relationships and fostering partnerships with external clients.
• Recent experience in educating clients in relation to: a) their roles and responsibilities, b) operational or business planning, or c) financial accounting/reporting. (*”Recent” is define as within the last 5 years)

Asset Education:
• Graduation with a degree from a recognized university with a specialization in business, project management, engineering, communications or other discipline relevant to the position.

• Experience in identifying and prioritizing maintenance/ repair projects relating to physical infrastructure.
• Experience in project management.
• Experience in governing non-profit volunteer organizations.
• Experience in general accounting/ bookkeeping practices and associated reporting requirements.
• Experience in working on environmental management/sustainability related initiatives and projects.
• Experience in developing, administering, and overseeing contracts.
