Duties

The regional position is responsible for the planning, managing and delivering a portion of Marine Engineering's regional "small fleet" (< 33 meters) vessel maintenance and technical inspection program, including the development of RFPs, TSORs, SOWs, and the negotiation and management of various contracts.

The national position is responsible for the provision of technical support and solutions to the national fleet and providing input to technical investigations and the quality management of the Vessel Maintenance Management program.

Work environment

These positions normally work in an office environment with frequent periods of travel when the incumbent visits vessels, ship yards and other contractor sites.

Intent of the process

This inventory will be used to staff similar positions with various language requirements and profiles and various security requirements. These positions may be staffed on an indeterminate or temporary basis. All federal organizations listed in Schedules I, IV and V of the Financial Administration Act may use this staffing process to appoint a candidate to its organization in a similar position.

Degree equivalency

OCCUPATIONAL CERTIFICATE & EXPERIENCE:

STREAM A:
• Third Class Marine Engineering or higher, Transport Canada Certificate of Competency combined with significant ** experience working in a Marine Environment*****.

STREAM B:
• Fourth Class Marine Engineering, Transport Canada Certificate of Competency combined with considerable*** experience working in a Marine Environment*****.

STREAM C:
• Certificate of Competency as an Electrical Officer as issued by Canadian Coast Guard (CCG) combined with recent* experience working in a Marine Environment*****; OR
• A post-secondary or higher diploma in Electrical Technology with significant** experience working the electrical field with experience working in a Marine
Environment *****.

STREAM D:
• A post-secondary or higher diploma in Naval Architecture Technology with significant ** experience working in a Marine Environment*****; OR
• A post-secondary or higher diploma in Marine Engineering Systems Design technology with significant** experience working in a Marine Environment*****.

STREAM E:
• A post-secondary or higher diploma in Mechanical Engineering Technology; OR
• A heavy Duty Equipment Technician Red Seal Certificate or higher; or an acceptable combination of education, training and/or experience related to the diesel mechanic field, including experience gained in the Canadian Armed Forces.
AND
• Significant ** experience working in the occupational field with recent experience* working in a Marine Environment*****.

DEFINITION:
*Recent experience is understood to have worked in that field within the past ten (10) years.
**Significant experience is understood to mean the depth and breadth of the experience normally associated with having performed a broad range of various related activities which are normally acquired over a period of at least three (3) years within the last ten (10) years.
***Considerable experience is understood to mean the depth and breadth of the experience normally associated with having performed a broad range of various related activities which are normally acquired over a period of at least five (5) years within the last ten (10) years.
*****Marine Environment is defined as either shipboard operations, including the Royal Canadian Navy, or industry directly involved with the maintenance, overhaul or repair of ships.

ASSET QUALIFICATIONS

OCCUPATIONAL CERTIFICATE:

ALL STREAMS:
• Recognized Project Management diplomas/certificates and/or Project Management professional (PMP) certified designation.

Project Management is defined as a program offered by PMI Recognized Education Provider (REP). REPs are organizations that have been approved to offer training in project management and issue professional development units (PDUs) to meet the continuing education requirements needed by PMI credential holders.

STREAM A:
• Second or First Class Marine Engineering, Transport Canada Certificate of Competency.

STREAMS C, D & E:
• Certified Engineering Technologist designation
• P.Tech designation
• P.Eng designation
• Marine Engineering, Transport Canada Certificate of Competency.

EXPERIENCE: All Streams

• Experience supervising technical or support staff.
• Experience as a Project Team member working on a project(s) through all the life cycles from Project Initiation to Project Completion and close out.
• Experience working on marine equipment and systems in the marine environment.
• Experience using MS Project or other project management software.
• Experience providing technical expertise for the assessment of vessel construction projects, vessel refits or vessel work periods.
• Experience as a project team working on new vessel construction, vessel refits or vessel work periods.
• Experience preparing and or reviewing technical documentation.
• Experience assisting with technical proposals, work plans, risk analyses, financial reports and project progress reports.
• Experience developing and maintaining collaborative working relationships with internal and external stakeholders.
• Experience coordinating tasks and activities in a multidisciplinary team.

OPERATIONAL REQUIREMENTS

• Be willing and able to work overtime to meet operational requirements.
• Be willing and able to travel within Canada and abroad.
• Be willing and able to go to sea in ships under trial.
• Possession of a valid Driver's License.
