Assessment accommodation

Duties

Conduct of aviation certification safety oversight*, investigation, and related service activities of individuals*, enterprises*, organizations, and governement agencies as they specifically relate to cabin safety and Aviation Occupational Safety and Health (AOSH), to assure compliance with the Civil Aviation and Canada Labour Code - Part II regulatory frameworks, and promote a proactive enterprise-wide Safety Management Systems (SMS) culture, for the safety of civil aviation in Canada and abroad.

Intent of the process

This process may be used to establish a pool of qualified candidates and may be used to staff similar term and indeterminate positions in Transport Canada.

Secondary school diploma, or an acceptable combination of education, training, and/or experience.

Degree equivalency

EXPERIENCE
• Significant* and recent** experience in at least one of the following areas for a Canadian Air Operator:
- supervisor of flight attendants***;
- an instructor of flight attendants in safety and emergency procedures;
- the development of an air operator’s flight attendant safety and emergency procedures


* Significant experience is defined as at least two years’ experience.
** Recent experience is defined as experience acquired within the last five years.
*** Experience as a senior flight attendant is not equivalent to the experience as a supervisor.

• Knowledge of the Aeronautics Act, Canadian Aviation Regulations and the Commercial Air Service Standards pertaining to cabin safety;
• Knowledge of flight attendant training programs, training techniques and training devices;
• Knowledge of aircraft cabin configurations, systems and equipment;
• Knowledge of flight attendant safety and emergency procedures;
• Knowledge of the flight attendant manual and flight attendant training standards.

EXPERIENCE
• Experience working with the Aviation Occupational Health and Safety Regulations;
• Experience as a Flight Attendant Manager for a Canadian Air Operator;
• Experience in development of training programs in an aviation environment;
• Experience working on aircraft with 50 or less passenger seats;
• Experience working on aircraft with more than 50 passenger seats;
• Experience as a qualified crew member on a transport category aeroplane flying international routes;
• Experience working with a foreign air operator;
• Experience on Occupational Health and Safety Committees or as an Occupational Health and Safety Representative, working with the Canada Labour Code Part II;
• Experience conducting hazardous occurrence investigations;
• Experience in conducting audits or evaluations of compliance;
• Experience in managing projects;
• Experience in conducting training and information briefings;
• Experience in developing or evaluating Management Systems;
• Experience in applying risk management concepts and principles;
• Experience in using a computer for word processing, email and internet;
• Experience working with a Canadian private operator.

OPERATIONAL REQUIREMENTS
• Willing and able to perform work requiring significant manual and physical dexterity (e.g. bending, reaching, lifting, carrying heavy documents and equipment, etc.);
• Willing and able to sit for long periods of time (e.g. during in-flight inspections, while monitoring air operator training and other surveillance activities, etc.);
• Willing and able to use keyboard and computer monitors for long periods of time;
• Required to work in an aviation environment (i.e. noise, fumes and hazards).

Conditions of employment

Secret security clearance

• Possession of a valid provincial motor vehicle driver’s license;
• Possession of a valid Canadian passport;
• Willing and able to travel extensively and independently via all modes of transportation;
• Willing and able to work overtime, irregular hours and weekends.
