The Director of Circumpolar Affairs is accountable for providing policy leadership on all circumpolar issues in the context of the Arctic and Northern Policy Framework, CIRNAC’s overarching policy agenda, including the management of the international aspects of CIRNAC’s northern responsibilities and strategic support, briefings and intelligence to the Director General as well as the Assistant Deputy Minister, the Deputy Minister and the Minister of Northern Affairs.
►Crown-Indigenous Relations and Northern Affairs Canada and Indigenous Services Canada are committed to having a skilled and diversified representative of the population we serve. The intent is to staff positions with an Indigenous person in order to strategically increase indigenous representation in the department. EDUCATION:
Graduation with a degree from a recognized post-secondary institution or an acceptable combination of education, training and/or experience.
EXPERIENCE:
- Experience in the direct provision of advice, briefings (oral and written) and recommendations to senior management (equivalent to a Director General level and above) on programs or policies related to Aboriginal peoples and/or northerners.
- Experience in developing and/or implementing programs or policies on issues related to the environment of Aboriginal peoples and northerners.
- Experience in establishing and maintaining partnerships with stakeholders and Aboriginal peoples.
- Experience in the management of human* and financial** resources.
NOTES:
*Some examples of managing human resources may include: supervising staff, establishing a vision, priorities, work plans or establishing work objectives, conducting performance assessments and feedback, approving training, demonstration of experience in managing various service delivery and resources allocation frameworks. Applicants must also indicate the number of staff they have supervised.
**Some examples of managing financial resources may include: full delegation for a budget, being responsible for financial planning, forecasting and reporting. Applicants must also indicate the size of the budget they managed directly.
ASSET QUALIFICATIONS
EXPERIENCE:
- Experience working on circumpolar issues in an internal context.
- Experience in establishing and maintaining partnerships with internal and external stakeholders at the Federal, Provincial and Territorial levels.
- Experience working with departmental and interdepartmental partners in developing policy proposals for Cabinet consideration and Treasury Board Submissions.
- Experience managing grants and contributions.
