The Finance and Administration Branch provides financial, corporate accommodation, material management and procurement services on a regional and national basis for Public Services and Procurement Canada (PSPC). As the engine that powers the Government of Canada, PSPC supports the daily operations of nearly 106 federal departments and agencies. Anticipatory staffing process. A pool of partially qualified candidates will be created, and may be used within the Public Services and Procurement Canada, to fill future indeterminate and temporary vacancies through term appointment, indeterminate appointment, acting, assignment, secondment and/or deployment.

Education
• A degree from a recognized post-secondary institution with a specialization in accounting, finance, business administration, commerce or economics, AND experience related to positions in the Financial Management Group; or
Occupational Certification
• Eligibility for a recognized professional accounting designation. The recognized professional accounting designations are: Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), Certified General Accountant (CGA).
EXPERIENCE:
EX1. Recent (Note 1) and significant (Note 2) experience in three (3) or more of the following finance areas:
• Financial Management (Financial planning; budgeting and forecasting; reporting; advisory services)
• Financial Operations
• Financial Systems
• Internal controls
• Cost Management (costing and charging)
• Investment Management; including preparation or review of Cabinet documents;
• Development or revision or interpretation of financial policy instruments;
• Accrual Budgeting.
Note 1: As part of this process, “recent experience” is defined as experience acquired in the last 5 years.
Note 2: As part of this process, “significant” experience is understood to mean the depth and breadth of experience associated with having performed a broad range of various, complex related activities which are acquired over a period of 8 years.
(For internal candidates, minimum 36 months of experience at FI-03 level (As of March 1, 2020 approximate date of start of interviews)).
In other words, we are looking for individuals who have dealt with multiple financial cycles, who have brought projects to fruition, who have established lessons learned, followed up on implementation, and have corrected or enhanced results in a financial management environment.

ASSET - EDUCATION:
AED1- Member of a recognized professional accounting association (CPA-CA or CPA-CGA or CPA- CMA).
ASSET - EXPERIENCE:

AEx2- Experience in financial systems (including configuration for ERP systems such as SAP).
AEx3- Financial system business requirements analysis.
AEx4- Project management.
AEx5- Provision of financial advice and guidance to ***senior management.
AEx6- Preparing briefing notes.
AEx7- Experience working on data analysis tools.
AEx8- Experience in auditing complex financial statements and / or internal controls.
AEx9- Experience in financial policies.
