IMPORTANT MESSAGES REGARDING THE SCREENING QUESTIONS:
1. The purpose of these screening questions is to help you submit an application that is clear, complete and persuasive and demonstrates that you have all of the required essential education and experience qualifications and some or all of the asset education and experience qualifications.
2. The screening of candidates will be conducted only on the basis of these screening questions. The resume you have sent with your initial application will be used only if the Assessment Board considers it needs to validate the information provided in this questionnaire.
3. Please DO NOT send a cover letter. These screening questions replace the cover letter. We will NOT review cover letters.
4. Each question is divided into two parts. The first part consists of a simple question requiring a YES or NO answer. If your answer is “yes”, the second part will ask to fully demonstrate how you obtained this qualification by responding to some sub-questions.
5. Responses will not be considered satisfactory if you simply state that you have the required qualifications or provide a list of current or past responsibilities or paraphrase the qualifications.
Your responses to the screening questions will be used as the primary source to determine if you meet the screening requirements. If you do not fully complete the screening questions as instructed, you may be screened out.
Candidates should be aware that the evaluation process will be conducted under tight deadlines shortly after the closing date of the poster. They will therefore be expected to be available when scheduled for their assessment. Failure to attend without official authorization could lead to their candidacy not being further considered. Rescheduling will be on an exceptional basis only.
Candidates must meet all of the essential qualifications to be appointed to a position. A candidate may be appointed to a position even though he/she does not meet any or all of the asset qualifications or operational requirements. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.

Among its many important responsibilities, the CRTC hosts and maintains Canada’s SPAM Reporting Centre. Help run Canada’s Spam Reporting Centre with a small team of dedicated IT professionals and work with clients who use it to fight spam.
The CRTC is a federal administrative tribunal of about 450 employees that serves Canadians as citizens, creators and consumers, and is committed to providing them with access to a world-class communications system. The CRTC is a division of the Federal Public Administration under the responsibility of the Minister of Canadian Heritage, pursuant to Schedule I-1 of the Financial Administration Act. CRTC’s employees are employees of the public service.
At the CRTC, we engage in a wide range of activities. As part of our role in ensuring Canadians have access to a world-class communications system, we supervise and regulate various services on which we all rely. For example, we work to encourage and enhance competition in telecommunications services, such as Internet broadband and mobile phone. We promote Canadian culture and the development of compelling and diverse content by and for Canadians through the licensing of TV and radio services. We also work to reduce spam, unsolicited telecommunications and other nuisance communications.
This process will be used to staff the above-mentioned position for a period of 9 months. The period may be extended if needed. The position could have various linguistic or security requirements or profiles.

EDUCATION AND/OR OCCUPATION CERTIFICATION:
Graduation from a post-secondary program in Computer Science, Engineering or another domain related to the position
EXPERIENCE :
Recent* and significant** experience leading or managing a software development team.
Recent* and significant** experience developing an application related to open source technology and tools (eg Linux environment).
Experience with agile software development.
Experience developing and maintaining relationships with internal and external stakeholders related to products or services to clients.
*Recent means in the last five (5) years.
**Significant experience means at least three (3) years or more performing the tasks on a regular basis.

In the case of an acting appointment, the Public Service Employment Regulations enables the organization to exclude the appointee from respecting official language proficiency when the department is unable to fill the position with an appointment of a person who meets the language proficiency qualification. Pass marks will be established for each qualifications. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process. A cut-off score may be used and top-down approach may be used at any step if there is a sufficient number of candidates to meet immediate and anticipated staffing needs. A random and/or top down selection of candidates may be used in the determination of those to be given further consideration in the assessment process.
