Duties

Under the supervision of the Manager, Procurement and Contracting, the Senior Contracting Officer is responsible for executing on a variety of procurement and contracting activities on moderate risk and/or complexity files on behalf of the Office of the Superintendent of Financial Institutions (OSFI). The Senior Contracting Officer is also responsible for providing provide advice to internal clients regarding business requirements and recommending approaches for the procurement of goods and services.

The Office of the Superintendent of Financial Institutions (OSFI) is an independent agency of the Government of Canada, established in 1987 to contribute to the safety and soundness of the Canadian financial system. OSFI supervises and regulates federally registered banks and insurers, trust and loan companies, as well as private pension plans subject to federal oversight.

Intent of the process

Immediate need: One position to be staffed on an indeterminate basis. Indeterminate employees at the same group and level or equivalent may be considered for deployment. If no deployment is made, applicants from other groups and levels will be considered in the advertised appointment process. This selection process may be used to establish a pool of qualified candidates, which could be used to staff similar or identical positions with various linguistic profiles and requirements, security profiles and various tenures.

- Secondary school diploma or an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:
- Minimum two (2) years of experience in the last five (5) years in the administration* of complex** procurement requirements.
- Meaningful*** experience in the last five (5) years in providing advice and support to clients on procurement and contracting processes and issues.
- Meaningful*** experience in the last five (5) years in reviewing and proposing revisions to statements of work and evaluation criteria.

*Administration of procurement processes is understood to include preparing statements of work and specifications; recommending the most appropriate procurement strategies; drafting bid solicitation documents; administering the bidding process; analyzing bids and proposals; preparing and administering contracts; and executing on reporting requirements for a variety of services.
**Complex is define as multi-stakeholders, high-dollar value ($2M or more), and requiring technical specifications that are not pre-defined.
***Meaningful refers to the depth and breadth of experience associated with the performance of a broad range of related activities, which were primarily the candidate's responsibility. It will be assessed on the basis of the scope, complexity and the diversity of the work performed as well as the autonomy required of the candidate to perform the activities. This level of experience is normally achieved through the performance of relevant duties for a period of two (2) years.

ASSET EXPERIENCE:
- Five (5) years of experience in the last seven (7) years in the administration* of procurement processes for a variety of services.
- Meaningful** experience in the last five (5) years in the administration of Government of Canada procurement requirements.

As a Separate Agency, the Office of the Superintendent of Financial Institutions (OSFI) appoints employees in accordance with the Public Service Employment Act (PSEA). OSFI is named in Schedule V of the Financial Administration Act (FAA) and it offers the same pension and benefits plans as the core Federal Public Service. In addition to this, OSFI employees obtain a minimum of 4 weeks of vacation leave per year, earn a competitive salary, and are eligible for an annual performance bonus.
