Intent of the process

The intent of this process is to staff one (1) temporary position immediately until March 31, 2021. A pool of fully or partially qualified candidates may be established to staff similar positions within Elections Canada with various linguistic profiles: bilingual imperative BBB/BBB, CCC/CCC and various tenures (temporary, permanent).

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Note: Candidates must always have a university degree. The courses for the specialization do not necessarily have to be part of a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:
Significant* experience in conducting research or analysis.

Experience in writing reports on complex** issues.

Experience in providing advice and recommendations to senior management***.

* Significant experience will be assessed in regard to depth and diversity of work handled, level of analysis conducted and the level of autonomy demonstrated, and is normally associated with having performed the function for at least two (2) years. Candidates MUST provide clear and specific examples.
** Complex is defined as having one or more of the following characteristics: involving horizontal collaboration; involving multiple players; sensitive in nature; with competing interests; requiring considerations or management of risk. Candidates MUST provide clear and specific examples in their application.
***Senior management is defined as the director level or above

KNOWLEDGE:
Knowledge of research methods used in the Social Sciences.

Knowledge of Elections Canada’s mandate.

ABILITIES :

ASSETS:
Master’s degree from a recognized university in a field related to the position.

Courses in program evaluation taken as part of an undergraduate or graduate degree or of a certificate/diploma.

Experience in developing and analyzing surveys and questionnaires.

Experience in conducting statistical analysis with software such as SPSS, STATA or SAS.

Experience in conducting advanced quantitative analysis, such as multivariate regression, cluster analysis, trend analysis, or missing data imputation.

Experience in developing performance measures and indicators.

Experience in developing discussion guides or interview guides.

Experience in conducting qualitative analysis with text analytics software.

Experience in planning, designing or conducting program evaluations.

OPERATIONAL REQUIREMENTS:
Willingness and ability to travel across Canada and/or abroad as needed, including by plane.

Conditions of employment

Willingness and ability to work overtime on short notice.
