Intent of the process

The initial intent of this process is to offer two indeterminate positions at the PM-MCO-04 group and level.

A pool of qualified persons resulting from this process MAY be created and MAY be used to fill similar positions with linguistic profiles (bilingual imperative CBC/CBC) as well as tenures (indeterminate, deployment, acting, assignment, secondment, specified period) which may vary according to the position being staffed.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:
- Graduation with a degree from a recognized post-secondary institution or an acceptable combination of education and experience.

Degree equivalency

Experience:
- Significant* experience in analyzing information and evaluating results to recommend the best strategy and solutions to Senior Management** on complex files***.
- Significant* experience leading negotiation teams in a collective bargaining environment involving a variety of Bargaining Agents/Units.
- Experience in preparing reports, briefing notes and presentations for Senior Management**.
- Experience working in constantly evolving and pressured environments.

*Significant is defined as depth and breadth of experience normally associated with the performance of those duties for a period of approximately three (3) years.
**Senior Management is defined as management levels ranging from Director or equivalent up to the Assistant Deputy Minister level or equivalent (i.e.: CEO, VP etc.)
***Complex files are those with at least two (2) of the following characteristics: multidimensional, highly sensitive, affecting many partners or stakeholders, precedent-setting, having a major impact on service or program delivery, in direct fulfilment of department or government priorities.

Knowledge:
- Knowledge of the Treasury Board of Canada Secretariat role and responsibilities and legislation related to collective bargaining.

Abilities and Skills:
- Ability to analyze and respond to bargaining agent wage proposals;
- Ability to plan and develop strategies for the negotiation of multiple collective agreements;
- Ability to provide collective bargaining advice and leadership to all negotiators and analysts supporting collective bargaining;
- Ability to lead and represent organizations within working groups or committees;
- Ability to communicate effectively orally;
- Ability to communicate effectively in writing.

Asset Qualifications

Experience:
- Experience in planning and independently conducting negotiations with multiple unions or other levels of government or communities concurrently;
- Experience in developing collective bargaining mandates;
- Experience in developing the Employer’s positions with respect to collective bargaining.

Organizational Needs:
-Treasury Board Secretariat employees affected by workforce adjustment may be appointed before persons employed by other government organizations;
-In support of achieving a diverse workforce, consideration may be given to candidates self-identifying as belonging to one of the following Employment Equity groups: Aboriginal peoples, persons with disabilities, members of visible minorities, and women.

Operational Requirements:
- Ability and willingness to work overtime as required and on short notice
- Ability and willingness to travel as required.
