The initial intent of this process is to offer two indeterminate position at the PM-MCO-03 group and level.
A pool of qualified persons resulting from this process MAY be created and MAY be used to fill similar positions with linguistic profiles (bilingual imperative BBB/BBB, bilingual imperative CBC/CBC) as well as tenures (indeterminate, deployment, acting, assignment, secondment, specified period) which may vary according to the position being staffed.

Your résumé.
Education:
- Graduation with a degree from a recognized post-secondary institution or an acceptable combination of education and experience.
Experience:
- Experience in analyzing information and evaluating results to recommend the best strategy and solution to Senior Management* on complex files**;
- Experience working with bargaining agents;
- Experience in drafting reports, briefing notes and presentations for Senior Management*;
- Significant*** experience in analyzing and interpreting collective agreements or bargaining agreements and providing advice to Senior Management*;
- Experience working in constantly evolving and pressured environments.
* Senior Management is defined as management levels ranging from Director or equivalent up to the Assistant Deputy Minister level or equivalent (i.e.: CEO, VP etc.)
**Complex files are those with at least two (2) of the following characteristics: multidimensional, highly sensitive, affecting many partners or stakeholders, precedent-setting, having a major impact on service or program delivery, in direct fulfilment of department or government priorities.
***Significant is defined as depth and breadth of experience normally associated with the performance of those duties for a period of approximately two (2) years.

Information on language requirements
Knowledge:
- Knowledge of the Treasury Board of Canada Secretariat role and responsibilities related to collective bargaining;
- Knowledge of recent legislative changes and their impact on collective bargaining.
Abilities:
- Ability to analyze and respond to collective bargaining proposals;
- Ability to plan and develop strategies for the negotiation of collective agreements;
- Ability to manage a workload with competing priorities;
- Ability to communicate effectively verbally;
- Ability to communicate effectively in writing;
- Ability to lead and represent organizations within working groups or committees.

Asset Qualifications:
Experience:
- Experience in developing the Employer’s positions with respect to collective bargaining;
- Significant*** experience in providing labour relations advice.
Knowledge:
- Knowledge of the objectives and priorities of the government;
- Knowledge of programs, directions and initiatives that influence labour relations management.
Organizational Needs:
-Treasury Board Secretariat employees affected by workforce adjustment may be appointed before persons employed by other government organizations;
-In support of achieving a diverse workforce, consideration may be given to candidates self-identifying as belonging to one of the following Employment Equity groups: Aboriginal peoples, persons with disabilities, members of visible minorities, and women.
Operational Requirements:
- Ability and willingness to work overtime as required and on short notice;
- Ability and willingness to travel as required.
