IMPORTANT MESSAGES REGARDING THE SCREENING QUESTIONS:
1. The purpose of these screening questions is to help you submit an application that is clear, complete and persuasive and demonstrates that you have all of the required essential education and experience qualifications and some or all of the asset education and experience qualifications.
2. The screening of candidates will be conducted only on the basis of these screening questions. The resume you have sent with your initial application will be used only if the Assessment Board considers it needs to validate the information provided in the screening questions.

4. Each question is divided into two parts. The first part consists of a simple question requiring a YES or NO answer. If your answer is "yes", the second part will ask to fully demonstrate how you obtained this qualification by responding to some sub-questions.
5. Responses will not be considered satisfactory if you simply state that you have the required qualifications or provide a list of current or past responsibilities or paraphrase the qualifications.
6. It is in the candidates' best interest to demonstrate that they have as many of the asset qualifications as possible because these might be used to determine the "best fit" from among the qualified candidates.

This process will be used to establish a pool of qualified candidates.
It may also be used to staff similar positions with various tenures (Deployment, Assignment, Secondment, Acting, Term or Indeterminate) within Indigenous Services Canada (ISC) and Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) in different locations with various language profiles and requirements (bilingual imperative BBB/BBB or CBC/CBC or English Essential) and various security requirements (reliability or secret).
By default, and in the interest of the greater public service, pools created as a result of staffing processes at ISC will be shared with other government departments.

EDUCATION
• Successful completion of two years of an acceptable post-secondary educational program OR an acceptable combination of education, training and experience defined as a secondary school diploma combined with a minimum of two years of experience directly related to the delivery or administration of programs or services.
EXPERIENCE
• Experience in conducting research, analyzing information, evaluating options and making recommendations to management with financial and staffing decision making authority
• Experience developing and maintaining collaborative working relationships within an organization as well as with external stakeholders.

EDUCATION
• Graduation with a degree from a recognized post-secondary institution with acceptable specialization in a field related to the position.
• Completion of a post-graduate program from a recognized postsecondary institution.
Experience managing financial information using spreadsheet software (eg. MS Excel)
Experience working with transfer payment programs or Grants and Contributions
Experience in managing and tracking budgets related to complex programs and projects.
Experience preparing or evaluating resource development proposals.
Experience with management or delivery of education programs.
Experience with management or delivery of social programs.
Experience with management or delivery of programs or services for Aboriginal People.
Experience working on negotiations with First Nations
Experience analyzing and summarizing financial statements and/or audits and conducting financial reviews

CONDITIONS OF EMPLOYMENT
One or more of the following conditions may be required depending upon the position being staffed:
• Various security clearances: Reliability clearance, Secret clearance.
• Willing and able to travel across Ontario, including to remote First Nation communities, by various means of transportation (i.e., small aircraft, vehicle or boat), travelling in some adverse road and weather conditions.
• Willingness and ability to possess and maintain a valid driver's license or mobility, usually associated with having a driver's license, as required.

A variety of assessment tools may be used in the assessment of candidates, such as: * written test, practical test, situational exercise, * oral interview, simulation, presentation, role-play, work samples, performance appraisals and/or * reference checks. Some assessment tools may be administered electronically, others, in-person. (* Indicates those tools that will most likely be used in this process.)
Online assessments may be scheduled and applicants will be invited to participate in these assessments via email. Applicants MUST make themselves available within the time span of the testing phase. The written/online exam MAY be administered outside of regular working hours including evenings and weekends.
If you are unavailable for the scheduled assessment session, you must inform us immediately. Applicants will be only be rescheduled on a case-by-case basis. Supporting documentation may be required at the time of your request to be re-scheduled.

NOTE: The PSRS system will time out after 60 minutes which may result in your inability to save your work or loss of data. It is recommended that you draft all responses as well as your CV/résumé in another document on your PC that can be saved (e.g. in MS Word or WordPerfect) and copy/paste into the PSRS system when completed. ISC is not responsible for system problems, which may result in loss or data and/or incomplete or non-submitted applications.
