Intent of the process

A pool of qualified candidates will be established and may be used to staff similar positions within Employment and Social Development Canada in the National Capital Region with various position titles and security requirements.

NOTE: The position is located in Gatineau, Quebec. Due to operational requirements, telework will not be feasible.

Education

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Notes:
Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

-Recent* and significant** experience developing, analyzing and synthesizing information relating to policy, program, and/or legislation.

-Experience writing briefing material, reports, workshops, presentations and correspondence for management.

-Experience working collaboratively with teams, stakeholders or committees, either internal to an organisation or with external partners.

-Experience in leading consultative processes, working groups or committees.

*Recent is understood to be within the last five (5) years.
** Significant is understood to mean the depth and breadth of experience normally acquired over a period of two (2) years and for which these tasks are performed on an on-going basis as part of the main duties of the position.

ASSESSMENT

Persons are entitled to participate in the appointment process in the official language of their choice.

The Essential Qualifications and Asset Qualifications may be assessed using various methods of evaluation including, but not limited to, interviews, written exams, PSC tests, reference checking, simulation exercises, and role plays.

Please note that asset qualifications, top-down and/or random selection may be used to identify which applications will be given further consideration.

The essential qualifications that are listed in the statement of merit criteria are mandatory. Pass marks will be established for each qualification. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process. A cut-off score or a top-down approach may be used at any step if there is a sufficient number of candidates to meet immediate and anticipated staffing needs.

Applicants may be appointed to the position even though he/she does not meet any or all of the asset qualifications. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed. In the event that there are as many applicants who meet the essential qualifications as there are vacancies, the manager may decide not to assess some or all of the asset qualifications.

All information obtained through the selection process, from the time of application to close of process, could be used to evaluate the candidates.

An assignment, secondment, or acting appointment requires approval of your supervisor.

Indeterminate employees at the same group and level or equivalent may be considered for deployment. If no deployment is made, applicants from other groups and levels will be considered in the advertised appointment process.
