Duties

A Business Intelligence/Advanced Analytics Developer/Analyst hired by Employment and Social Development Canada (ESDC) will be working with Program Areas which strive to improve the standard of living and quality of life for all Canadians.

Business Intelligence/Advanced Analytics Developer/Analyst are IT professionals who play the vital role of integrating and managing a variety of COTS and Open-Source Business Intelligence & Advanced Analytics software solutions. These Developer/Analysts blend the areas software development and software administration to ensure scalability, reliability and performance of software platform releases.

At ESDC Business Intelligence and Advanced Analytics software platforms are used by a range of department programs for workloads such as, machine learning, advanced statistical analysis and data visualization.

Intent of the process

Immediate need is to fill indeterminate positions within Innovation, Information and Technology Branch.

Pool of qualified candidates will also be established and could be used to staff identical or similar positions with various tenures and/or various security requirements within the Department of Employment and Social Development Canada.

EDUCATION:
ALL STREAMS
Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Notes:
1.Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.

2.It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.

3.At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

EXPERIENCE
STREAM A: ETL DEVELOPER / ANALYST
EX1- Recent* and significant** experience developing applications using Oracle 11g or higher.
EX2- Recent* and significant** experience in developing and maintaining PL/SQL or SQL database scripts.
EX3- Experience in dealing with clients or external stakeholders in support of IM/IT Systems.
EX4- Experience in providing IT support to clients.
EX5- Experience with Data warehouses.
EX6- Experience performance tuning SQL scripts.
EX7- Experience with DataMart and Data Warehouse.
EX8- Experience in Data Validation, Data Mapping, Data Migration.
EX9- Experience with dimensional modeling.

*Recent is defined as experience normally acquired within the last three (3) years.
** Significant experience is defined as depth and breadth of experience normally associated with the performance of those duties on a regular, full time basis for a period of approximately two (2) years.

STREAM B: BI / ADVANCED ANALYTIC DEVELOPER / ANALYST
EX1- Experience in one or more of the following:
• Experience with statistical analysis software such as but not limited SAS, IBM SPSS, IBM Cognos Analytics.
• Experience in Geomatics/GIS COTS.
• Experience with the Hadoop ecosystem (HDFS, Ranger, Yarn, Atlas, Hive, HBase etc.,).
• Experience development using open-source languages for data science such as but not limited to R, Python, Julia.
• Experience using self-service data visualization tools such as but not limited to Tableau, Microsoft PowerBI, SAS Visual Analytics.
• Experience with enterprise data governance tools such as but not limited to InfoSphere - Information Governance Catalog, Colibra.

STREAM C: BUSINESS INTELLIGENCE
EX1- Experience in one or more of the following:
• Experience in IBM Cognos 10.x and higher.
• Experience in data and database management systems with SQL language skills.
• Experience in programming and analyzing reporting packages.

A variety of assessment tools may be used in the assessment of candidates, such as: written test, practical test, situational exercise, oral interview, simulation, presentation, role play, work samples, performance appraisals, reference checks, and/or assessment board member personal/direct knowledge of candidates’ qualifications. Some assessment tools may be administered electronically, others, in-person.

Please note that asset qualifications, top-down and/or random selection may be used to identify which applications will be given further consideration.

Candidates must meet the essential qualifications to be appointed to a position. The
essential qualifications that are listed in the statement of merit criteria are mandatory.
Applicants may be appointed to the position even though he/she does not meet any or all of the asset qualifications. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed. In the event that there are as many applicants who meet the essential qualifications as there are vacancies, the manager may decide not to assess some or all of the asset qualifications.
