Intent of the process

This appointment process will be used to create a pool of full or partially qualified candidates which may be used to staff similar positions on an indeterminate or temporary basis within the Canadian Coast Guard.

**ESSENTIAL QUALIFICATIONS**

EDUCATION:

A secondary school diploma (High School) or employer-approved alternatives.

Note: The employer-approved alternative is a satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma or an acceptable combination of education, training and/or experience.

Degree equivalency

OCCUPATIONAL CERTIFICATION:

** Depending on the position being staffed, any of the occupational certifications below may be deemed as an Essential Qualification and only candidates and persons with a priority entitlement who possess those qualifications will be considered for that specific vacancy.**

Third Class Marine Engineering, Transport Canada Certificate of Competency or higher.

Fourth Class Marine Engineering, Transport Canada Certificate of Competency.

**Lower class tickets would require the candidate to have had additional years of experience working in a Marine Environment.

Certificate of Competency as an Electrical Officer as issued by Canadian Coast Guard (CCG) OR a graduation from a recognized post-secondary institution with a specialization in Electrical Technology

EXPERIENCE:

At least five (5) years of experience within the within the last seven (7) years performing a broad range of activities in a *Marine Environment.

*Marine Environment is defined as either shipboard operations or industry directly involved with the maintenance, overhaul or repair of ships, including the Royal Canadian Navy.

Experience coordinating, tracking, monitoring and planning for financial resources.

ASSET QUALIFICATIONS:

EDUCATION

Graduation from a recognized post secondary institution with a specialization in Naval Architecture.

Graduation from a recognized post-secondary institution with a specialization in Mechanical Engineering Technology OR a Heavy Duty Equipment Red Seal Certificate or higher OR an acceptable combination of education, training and/or experience related to the diesel mechanic field.

Degree equivalency

OCCUPATIONAL CERTIFICATION:

Second Class Marine Engineering, Transport Canada Certificate of Competency or higher.

Recognized Project Management diplomas and/or Project Management Professional (PMP) certified designation.

Certified Engineering Technologist designation

EXPERIENCE:

At least seven (7) years of experience within the last ten (10) years performing a broad range of activities in a *Marine Environment.

*Marine Environment is defined as either shipboard operations or industry directly involved with the maintenance, overhaul or repair of ships, including the Royal Canadian Navy.


Experience as a Project Manager in managing a project through all the life cycles from Project Initiation to Project Completion and close out.

Experience using MS Project or other project management software.

Experience working on modern highly integrated marine equipment and systems in the marine environment.

At least 3 years of experience providing technical expertise for the assessment of vessel construction projects, vessel refits or vessel work periods.

At least 3 years of experience preparing and reviewing detailed Statements of Operational Requirements (SOR) or Technical Statement of Requirements (TSOR).

At least 3 years of experience preparing proposals, work plans, risk analyses, financial reports and project progress reports.

At least 3 years of experience developing and maintaining collaborative working relationships with internal and external stakeholders.

Conditions of employment

CONDITIONS OF EMPLOYMENT:

Reliability or Secret Security Clearance depending on position being staffed.

Possession of a valid driver’s license.
Requirement to work overtime to meet operational requirements.
Requirement to travel within Canada and abroad.
Requirement to go to sea in ships under trial.
