Duties

The Director General Integrated Conflict and Complaint Management (ICCM) is looking to create a dedicated capability to conduct harassment investigations within the Department of National Defence (DND)/ Canadian Armed Forces (CAF).

Intent of the process

An inventory of applications or a pool of qualified candidates may be established and may be used to staff identical and/or similar positions within DND with various locations, various linguistic profiles and/or requirements, security levels, employment types and tenures which may vary according to the position being staffed.

Positions to be filled: Immediate need for one (1) position in Esquimalt and two (2) positions in Edmonton, two (2) positions in Gagetown and two (2) positions in Winnipeg. Future positions to be determined.

EDUCATION
Graduation with a degree* from a recognized post-secondary institution** or an acceptable combination of education, training and/or experience, normally acquired in five years, conducting investigations.

*The term “degree” refers to a baccalaureate as established by educational authorities.
**Recognized post-secondary institution: Public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism.

Degree equivalency

EXPERIENCE
EX1. Recent* experience planning, conducting and reporting on one the following areas:
- Criminal Investigations
- Administrative Investigations**
- Audits in a regulatory context.
EX2. Experience conducting interviews in an audit or investigative context.
EX3. Experience writing analytical reports on investigation or audit results.
EX4. Experience presenting findings to senior management***

* Recent is defined as within the last 5 years.
** Administrative investigations refer to examinations and inquiries into allegations or instances of impropriety, mismanagement and other irregularities or investigations into disclosures of wrongdoing in the workplace or harassment.
*** Senior management is defined as Director and above.

EXPERIENCE
AEX1. Experience conducting harassment investigations.
AEX2. Experience working for the Integrated Conflict and Complaint Management program (including for the formerly distinct programs of Alternative Dispute Resolution, Canadian Forces Grievance Authority, or Human Rights).
