Intent of the process

Public Services and Procurement Canada's (PSPC) Real Property Branch manages one of the largest and most diverse portfolios of real estate in the country and is the Government of Canada's real property expert.

In Professional and Technical Services team, we are the specialized technical and management experts, providing our advice and services in support of your real property needs. Real property projects include all real property asset acquisitions or improvements, including entering into a lease, fit-up of accommodation space, construction, renovation and remediation of a built-work (building, bridge, dam, road, etc.) or crown-owned land. They are deemed to include wharves, breakwaters, demolition, disposal and maintenance projects or any project activity related to real property assets or space.

Our office locations are at Toronto, Kingston and London in the Ontario region.

PSPC Project Managers’ responsibilities include but not limited to:

• carrying out the function of Project Delivery and providing input to the project identification stage (as requested)
• delivering the scope of work as defined in the project charter agreement with the requesting OGD/Client/PSPC Project Leader
• organizing the project using planning and analytical tools for work breakdown, responsibility assignment, and schedule preparation
• delivering the project and producing the project management plan;
• performing the day-to-day management of the project, including management of project team members
• approving project payments to external contracted services and performance quality assurance, and accepting contracted work, as in accordance with departmental delegations
• informing OGD/Client Project Leaders of any issues and changes, in order to seek approvals in the event of changes in scope
• preparing documentation in support of the project leader for dialogue with senior management of project participants and for submission to ministerial and Treasury Board approval authorities, as necessary

Project Manager – Level 1 (PM1): ENG-04
Manages all aspects of project development and delivery by supervising the work of teams in the planning, design, construction, commissioning and evaluation of assigned engineering or architectural projects characterized by a moderate level of complexity and value to satisfy time, cost, scope and quality requirements consistent with departmental commitments to the client. Monitors the review and acceptance of service provider and construction work for assigned projects. 6 years’ experience is required.

Project Manager – Level 2 (PM2): ENG-03
Manages project development and delivery by supervising the work of teams in the planning, design, construction, commissioning and evaluation of assigned engineering or architectural projects characterized by a minor level of complexity and value (or less) to satisfy time, cost, scope and quality requirements consistent with departmental commitments to the client. Monitors the review and acceptance of service provider and construction work for assigned projects. 3 years’ experience is required.

Complex projects <$3M

Project Types Definitions:

Non-Complex: New construction or renovation work involving architectural and engineering services of limited technical design depth. Including but not limited to: Small scale new construction (single unit housing, garages, prefab buildings); minor renovations; fit-up and/or refit work, roof repairs.

Complex: New construction or renovation work involving substantial architectural and/or engineering services and technically complex. Including but not limited to: Office building, new construction of Air terminals, RCMP detachments, complex marine work, modern lab facilities, complex highway work such as new bridge construction; multi-disciplinary renovations/upgrades to existing facilities.
