Duties

Here is an overview of some of the tasks for each discipline.

Team Leader, IT Security:
- Leads the investigation of security incidents/violations and implementation of corrective actions. Leads the analysis, selection and delivery of Secure Electronic Service Delivery (SESD) initiatives including the provision of digital signatures and encryption for electronic communications.
- Provides technical advice, guidance and training to clients and acts as a subject matter specialist on the development of IT risk and security, and SESD processes and tools.

Team Leader, Asset Management:
- Coordinate the analysis and development of standards for the software and computer equipment used by the Agency staff and that are part of the information technology infrastructure, including the workstation and server operating systems, telecommunication equipment and software, workstations and laptops, and productivity and specialized software.
- Coordinate the analysis and approval of IT asset purchase requisitions from clients while ensuring their compatibility with the Agency’s technology infrastructure and their compliance with the current policies for their use; coordinate the purchase and deployment of workstations and peripherals and manage their life cycles; coordinate the deployment of software and security patches on the Agency’s workstations.

Team Leader, User Support:
- Manage and coordinate an information technology help desk for all Agency sites, establish standards and develop processes to increase work effectiveness and the productivity of human resources.
- Develop the operational and strategic plans; establish short- and medium-term plans and objectives with colleagues from other IT sectors in order to define the projects, responsibilities and work plans associated with user requests.

Team Leader, Application Development/Database and Data Administration:
- Supervise working teams and lead project teams in the design, development, testing, implementation, integration and update of IT applications and databases on behalf of clients.
- Conduct impact analyses and feasibility studies or ensure the coordination of such studies with respect to the IT application and database needs and produce supporting reports and technical documents; recommend options and solutions to meet the needs of the clientele.

Team Leader, Corporate Applications Administration:
- Leads projects and provides advisory services and functional leadership through subject matter expertise to members of project teams composed of technical staff and contractors on technological issues affecting the development, implementation, integration or maintenance of IT applications and databases; manages funds allocated to projects.
- Provides technical advice to clients for the selection, design, development, delivery, installation, integration and maintenance of IT applications, databases, software and tools.

Intent of the process

This process will be used to staff 1 permanent position of Team leader, IT security. A pool of qualified or partially assessed candidates will be established and could be used to staff similar positions whose length, linguistic profiles and security profiles may vary.

EDUCATION:
• Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another field relevant to the position to be staffed.

Notes:
Indeterminate incumbents of CS positions on May 10, 1999, who do not possess the education level prescribed above, meet the minimum standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard prescribed above whenever this standard is called for when staffing positions in the CS group.

The candidate must provide a diploma confirming that the courses taken by the candidate correspond to two years in a post-secondary education program. The diploma must be issued by a recognized educational institution (e.g. community college, CEGEP or university). The candidate will be asked to present this diploma during the interview.

EXPERIENCE:
• Recent* and significant** work experience in solving computer problems in an information technology (IT) environment.
• Recent* experience in the development and implementation of (IT) processes or procedures.
• Experience in the development of advice and recommendations for management*** on IT activities.

*Recent experience is defined as an experience generally acquired within the past five (5) years.
**Significant experience is defined in terms of the breadth, scope and complexity of an experience acquired through the full-time accomplishment of tasks associated with an IT environment for a period of approximately two (2) years.
***Management is defined as a supervisor level or more.
