We can’t make any assumptions about your experience. Simply saying you have the required qualifications, listing your current duties or mentioning in your resume is not enough. Instead, provide concrete and detailed examples that clearly explain where, when, and how you gained the experience. We’ll only use your résumé as a secondary source of information. The Internal Audit & Enterprise Risk Management Branch of ESDC is composed of a group of professional auditors and support teams, headed by the Chief Audit Executive, who reports directly to the Deputy Minister. We provide an independent and objective assurance service to departmental senior management and report on the adequacy of internal controls, the accuracy of transactions, the extent to which assets are accounted for and safeguarded, and the level of compliance with departmental and government-wide policies and regulations.
Immediate need is to staff 1 indeterminate Bilingual Imperative BBB/BBB position. Pool of qualified candidates will also be established and could be used to staff identical or similar positions with various tenures and/or various security requirements within the Department of Employment and Social Development Canada.

EDUCATION
• A degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group
AND
Occupational Certification
• A recognized professional accounting designation. The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), Certified General Accountant (CGA)
EXPERIENCE
• Experience* in providing advice to management** on financial management and internal controls.
• Experience* in writing observations and recommendations for management** on financial management and internal controls.
*Experience means the depth and breadth of experience associated with having performed the duties for a period of minimum three years within the last five years.
** Management is equivalent to the EX-01 level and above in the public sector and to the director level and above in the private sector.
ASSET QUALIFICATIONS
ASSET EDUCATION
• A professional certification from a recognized organization such as:
- Certified Internal Auditor (CIA)
ASSET EXPERIENCE
• Experience in internal and/or external audit in the public and/or private sector

An interview, a test/exam or a situational exercise may be administered.

The Essential Qualifications and Asset Qualifications may be assessed using various methods of evaluation including, but not limited to, interviews, written exams, PSC tests, reference checking, simulation exercises, and role plays.
Please note that asset qualifications, top-down and/or random selection may be used to identify which applications will be given further consideration.
The essential qualifications that are listed in the statement of merit criteria are mandatory. Pass marks will be established for each qualification. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process. A cut-off score or a top-down approach may be used at any step if there is a sufficient number of candidates to meet immediate and anticipated staffing needs.
Applicants may be appointed to the position even though he/she does not meet any or all of the asset qualifications. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed. In the event that there are as many applicants who meet the essential qualifications as there are vacancies, the manager may decide not to assess some or all of the asset qualifications.
All information obtained through the selection process, from the time of application to close of process, could be used to evaluate the candidates.
