STREAM 1: Senior Advisor, Senior Analyst and similar positions
STREAM 2: Project Manager, Team Leaders and similar positions
You must meet all essential qualifications for one OR both streams (depending on which stream you are applying to) in order to be appointed to the position. Management may select candidates based on any of the criteria included as part of this selection process (ie: asset qualifications, conditions of employment.) Some essential and other qualifications will be assessed through your application. It is your responsibility to provide appropriate examples that illustrate how you meet each qualification. What is Veterans Affairs Canada’s Mandate and Role?
Veterans Affairs Canada's mandate is to support the well-being of Veterans and their families, and to promote recognition and remembrance of the achievements and sacrifices of those who served Canada in times of war, military conflict and peace. To achieve this mandate, the Department focuses on its four main roles:
- Provide leadership as a champion of Veterans, and administer and coordinate needed benefits and services; whether through the Government of Canada or in partnership with provincial and community programs and non-governmental organizations.
- Help Veterans access the supports and services they need, from all levels of government and the community at large, and maintain a leadership role in the care and support of all Veterans and their families.

The intent of this process is to create a pool of candidates to fill similar or identical positions with various language and security profiles and durations (Term and Indeterminate).

Education :
STREAM 1 and 2
- Graduation with a bachelor’s degree from a recognized post-secondary institution, or an acceptable* combination of education, training, and experience relevant to the position.
*Acceptable combination of education, training and experience is defined as a secondary school diploma combined with depth and breadth of experience normally associated with the performance of duties on a regular basis for a period of approximately three (3) years** in one of the fields of experience listed below in the "Essential Qualifications".
**A shorter duration may be considered based on demonstrated complexity and diversity of work handled, scope of work, and/or level of direct responsibility for a wide variety of complex files and/or projects.
Experiences:
STREAM 1 and 2
- Experience in managing multiple priorities in a high pressure environment with competing demands.
- Experience in conducting research, analysis and making recommendations relating to programs, projects or services.
- Experience in preparing and presenting briefings or reports.
- Experience in developing operational documentation such as business requirements, project management documents, test cases, performance reports, training material, business processes or procedures.
STREAM 1 ONLY
- Experience in leading or participating in multidisciplinary teams or project teams.
STREAM 2 ONLY
- Experience in leading a team, project team or working group.
ASSET QUALIFICATIONS
Education:
STREAM 1 and 2
- Graduation from a recognized university with a Bachelor’s degree.
- Successful completion of courses or formal training in Project Management
- Successful completion of courses or formal training in business analysis or software design or development.
Experience:
STREAM 1 and 2
- Experience as a member of the Canadian Armed Forces, or working in conjunction with the Canadian Armed Forces or National Defense.
- Experience working with an Agile development methodology.
- Experience in using a systems development life cycle methodology.
- Experience in statistical or data analysis.
- Experience in conducting research, analysis and making recommendations on Service Design.
- Experience in Program Management.
- Experience in evaluating or measuring the performance of public sector programs or services.
- Experience in managing and resolving client issues.
- Experience in managing or administering contracts.
- Experience in development and delivery of training.
- Experience in utilizing facilitation skills.
STREAM 1 ONLY
- Experience in using a project management methodology.
STREAM 2 ONLY
- Experience in managing staff.
- Experience in leading or participating in multidisciplinary teams or project teams.
- Experience in managing a budget.
- Experience in project management; include any professional designation held, such as, PMP and any methodologies used, such as, Agile, Project Management Body of Knowledge (PMBOK), etc.

It is the responsibility of the candidate to notify the department’s contact of any pre-approved leave throughout the duration of the process in order to facilitate scheduling of evaluations. One (1) alternate date will be possible only if requested for the following reasons: 1) Medical reasons with doctor’s certificate 2) Death in your immediate family 3) Confirmation of pre-approved travel plans or training plans (made before the advertisement posting date) 4) Religious reasons or another reason that is considered reasonable by the assessment committee.
