PROGRAMMER ANALYST (STREAM 1)
WHY WORK WITH US?
We are a small team looking for programmer analysts to join a group that uses the Agile approach to developing innovative software. We work for a small department with a big impact, where you will have the opportunity to further develop your skills.

ABOUT THE JOB:
In a nutshell, as a programmer analyst at the Public Service Commission, you will design, develop, test, deploy, maintain and improve software. You will be encouraged to innovate and propose improvements to new and existing solutions and you will be responsible for promoting and adhering to the Agile and 12 Factor App methodologies. You will collaborate with other designers and developers and continuously learn.

You will work on things such as:
• participating in the development of the Government of Canada recruitment solution (www.canada.ca/government-jobs), including assessment tools
• writing Java code following the 12 Factor App methodology
• using TDD to write well-tested code
• fixing simple bugs and solving more complex problems
• implementing a software development PaaS proof of concept
• investigating the use of Open Source Software (OSS) to replace legacy solutions
• participating on the continuous improvement of the Agile SDLC

USER EXPERIENCE (UX) DESIGNER (STREAM 2)
As a user experience (UX) designer, your role at the PSC will be to understand the business goals and user behaviours. You will conduct user-centric design, research, build evolving prototypes and be part of multidisciplinary team. You will be a key liaison between the client, functional requirements, business needs and the IT team.

Work environment

The PSC is located in a brand new building at 22 Eddy Street, in the heart of downtown Gatineau. Our location is easily accessible and is located near Terrasses de la Chaudière and just a few kilometers away from downtown Ottawa. Our facilities meet the new 2.0 office concept and are WI-FI ready throughout the building. Our employees also have access to showers, changing rooms and reserved spaces for bicycles, which is ideal for those wishing to travel to work by bike, running or walking while using the nearby bike paths. Moreover, the PSC offers active workstations, which enables our employees to work while walking on treadmill or pedaling on stationary bike.

Intent of the process

A pool of qualified candidates will be established through this process to staff identical or similar positions on an indeterminate or term basis with various linguistic profiles within the Public Service Commission.

IMPORTANT: This pool may be used to staff similar positions in other organizations within the core public administration. Education
• A diploma from a recognized post-secondary institution, from an educational program, of at least 2 years in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Degree equivalency

EXPERIENCE STREAM 1: Programmer Analyst
• 1 year of working experience developping applications with one of the following programming languages: Java, C/C++, C#, Objective C, and Python

• Experience with relational databases and Structured Query Language (SQL)

• Experience working with in one of the following: Web application development, mobile application development, micro-service development or cloud based solution development

• Experience in HTML/CSS and JavaScript

EXPERIENCE STREAM 2: User Experience (UX) Designer
• Experience conducting user research and presenting findings

• Experience eliciting requirements from stakeholders, including end-users

• Experience validating designs or solutions with end-users

• 1 year of work experience in web application development or mobile application development

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

Education
• Graduation with a degree (a baccalaureate or higher level) from a recognized post-secondary educational program with a specialization in computer science or similar technical field of study

• Master degree from a recognized post-secondary educational program with a specialization in computer science or similar technical field of study

Degree equivalency

Experience
• Experience developing and maintaining design documentation, such as style guides, pattern libraries, code standards, best practices, and guidelines

• Experience designing user interfaces for websites or applications

• Experience evaluating the accessibility of user interfaces or content, or designing accessible user interfaces or content

• Experience with Agile or Lean methodologies

• Experience managing projects or components of projects

• Experience designing solutions using Micro-services

• Experience designing solutions using Open source software

• Experience designing cloud-based solution using cloud platform such as AWS or Azure

• Experience with version control and automated build tools

• Experience writing unit tests
