Intent of the process

This process is being used to qualify candidates to three groups/levels namely SO-MAO 2 (Fishing Master on a Near Shore Fisheries Research Vessel), SO-MAO-4 (Commanding Officer on a Near Shore Fisheries Research Vessel) and Fishing Master SO-MAO-06 on an offshore fishery science vessel. Although these positions will be staffed using one process the minimum requirements for occupational certification and experience will be different for each level.

The results of the process may also be used to create a pool of qualified candidates that may be used to staff similar positions of various tenures on an indeterminate, term, acting, assignment or secondment basis.

ROC –MC (Restricted Operator Certificate – Maritime Commercial).

ROC –MC (Restricted Operator Certificate – Maritime Commercial).
Transport Canada Certificate of Competency – Master 150 GT Domestic with Limited Contiguous Waters endorsement

Stream 3
ROC –MC (Restricted Operator Certificate – Maritime Commercial).
Transport Canada Watchkeeping Mate – Near Coastal.
Transport Canada Certificate of Competency - Fishing Master 4th class.

Streams 1, 2 and 3
Experience working on the British Columbia coast conducting Longlining or Trawling.

Stream 1
Experience as master and mate or significant experience as twine hand or leading seaman.

Streams 2 & 3
Significant Experience* working as Master or Mate onboard a Fishing Vessel in the Commercial Fishing Industry conducting trawl or longline operations.

Experience supervising.

*Significant Experience is defined as 336 operational days on cycle (Lay Day, 46.6 averaging, and/or, 42 averaging crewing system. Conventional crewing system will be
pro-rated)

Knowledge of West Coast bottom and mid water trawl fisheries: maintenance, construction, repair and trawl plans; interpretation of echo sounder, sonar and net mensuration instrumentation to assess fish behaviour and seasonal distribution related to targeted species.

Must be willing and able to perform Overtime work as required, often on short notice.

Must be willing and able to work aboard a vessel for up to 42 consecutive days.

The responsibilities include the operation and maintenance of Fishing gear (primarily longlining and trawling) and deck officer duties. Candidates must meet all of the essential qualifications to be appointed to a position.

Asset qualifications may be a deciding factor in choosing the person to be appointed.

Candidates must submit a covering letter with detailed information on how they meet all essential and asset qualifications. Format and content may be used to assess some criteria, including the ability to communicate in writing. The cover letter must offer sufficient detail to demonstrate depth and breadth of experience (e.g. number of cycles/days, vessel, program, etc.).
