Assessment accommodation

When you apply to this selection process, you are not applying for a specific job, but to an inventory for future vacancies. As positions become available, applicants who meet the qualifications may be contacted for further assessment.

Your application in this inventory will be active for 90 days. A notice that your application is about to expire will be posted to the My jobs menu of your account 10 days before the end of your active period. If you do not take action, your application will no longer be active and therefore no longer considered for this inventory. We are accepting applications until March 31, 2020 to create an inventory of qualified candidates. However, you should apply now! Applications will be pulled as positions are identified for staffing.

The retest period for re-assessment within the context of this selection process is 120 calendar days from the date of elimination at either the written exam, interview, or reference stage of the process. If, after having been eliminated, you resubmit an application to this process, before the retest period has elapsed, your application will not be considered.

It is the responsibility of the candidate to clearly outline that they meet each of the screening criteria (i.e. Education, Occupational Certification(s) and Experience Qualifications, both Essential and Assets). Please note that it is not sufficient to only state that the requirement is met or to provide a listing of current responsibilities, rather the candidate must provide concrete examples that illustrate how they meet the requirement. Duties

- Plans, coordinates, manages / leads and/or executes the delivery of aviation certification and safety oversight activities (including inspections and other surveillance activities) for individuals, organizations, and Minister’s delegates.

- Exercises Ministerial delegation of authority under the Aeronautics Act and the Canadian Aviation Regulations (CAR’s), and conducts the oversight of Ministerial delegation to personnel within the organizations.

- On behalf of Transport Canada, as a subject matter expert in flight operations, airspace and aerodromes, communicates directly with all aviation personnel including individuals and senior managers of enterprises and organizations on all aspects of the Civil Aviation safety oversight program; and responds to queries from internal and external stakeholders and the general public on Civil Aviation legislation, certification, oversight and service activities pertaining to flight operations, airspace and aerodromes.

Education
A secondary school diploma OR an acceptable combination of education, training and/or experience.

Degree equivalency

OCCUPATIONAL CERTIFICATION
• Possession of a valid Aviation Document Booklet;
• Possession of an valid Category 1 Aviation Medical;
• Possession of a Restricted Radio-Telephone Operator Certificate (endorsed Aeronautical); and
• Possession of a Canadian Airline Transport Pilot Licence - Aeroplane Category with a Group 1 Instrument Rating that meets all applicable currency requirements to be able to exercise the privileges of the licence.

OR

• Possession of a valid Aviation Document Booklet;
• Possession of an valid Category 1 Aviation Medical;
• Possession of a Restricted Radio-Telephone Operator Certificate (endorsed Aeronautical); and
• Possession of a Canadian Commercial Pilot Licence - Helicopter Category with a Group IV Instrument Rating that meets all applicable currency requirements to be able to exercise the privileges of the licence.

EXPERIENCE:
• Minimum of 3 years of experience as a pilot with a Canadian Air Operator, Private Operator, Flight Training Unit or in the Canadian Military.

MINIMUM FLIGHT TIME:
• Total of 3,000 hours flight time, which includes 1,500 hours as pilot-in-command of which 500 hours is in multi-engine helicopters.
OR
• Total of 3,000 hours flight time, which includes 1,500 hours as pilot-in-command of which 500 hours is in multi-engine aeroplanes.

Asset Qualifications

TRAINING EXPERIENCE
Holds a valid Canadian Class 1 Flight Instructor Rating – Aeroplane OR a Canadian Forces Instructor Category - Aeroplane.
Holds a valid Canadian Class 1 Flight Instructor Rating- Helicopter OR a Canadian Forces Instructor Category - Helicopter.
Experience in conducting training lessons and information briefings.
Experience as a training pilot.

REGULATORY
Experience exercising Ministerial Authority under the Aeronautics Act and the Canadian Aviation Regulations (CARs).
Experience in conducting assessments or evaluation of compliance.
Experience as an Approved Check Pilot.
Experience as a Pilot Examiner.

FLYING EXPERIENCE
Possession of a Canadian Airline Transport Pilot Licence - Helicopter Category with a Group IV Instrument Rating that meets all applicable currency requirements to be able to exercise the privileges of the licence.
Experience as a helicopter flight crewmember on offshore operations.
Experience in working with Electronic Flight Instrument Systems.
Experience on advanced technology aircraft.

MANAGEMENT
Experience in the planning OR coordination OR management OR execution of the delivery of aviation Safety Management Systems (SMS, or equivalent programs).
Experience in working with risk management concepts and principles.
Experience as Chief Flight Instructor.
Experience as Operations Manager in 702, 703, 704, or 705 operations.
Experience as Chief Pilot in 702, 703, 704, or 705 operations.
Experience writing documents such as: company operations manuals, technical bulletins, operational procedures and guidance material, training materials, Power Point presentations and other written correspondence.

INDUSTRY EXPERIENCE
Experience at a Flight Training Unit.

• Must hold a Canadian Airline Transport Pilot Licence that meets all applicable currency requirements to be able to exercise the privileges of the licence or a Canadian Commercial Pilot Licence - Helicopter Category with a Group IV Instrument Rating that meets all applicable currency requirements to be able to exercise the privileges of the licence, as applicable.
• Must hold a valid Passport for international travel.
• Must hold a valid Driver’s licence.
• Willingness and ability to maintain professional aviation currency.
