Be part of historic change as the former Indigenous and Northern Affairs Canada is transformed into two new departments Crown Indigenous Relations and Northern Affairs (CIRNA) and Indigenous Services Canada (ISC). Internal Audit will be there to provide consulting and assurance services as the two Departments go through this momentous change. The work will be innovative in its scope, dynamic as it keeps pace with the fast changing transformation, and require people with vision and insight to deliver.

Be part of the CIRNA and ISC Internal Audit team. Change has arrived in Internal Audit as well. There is a new Chief Audit and Evaluation Executive in place with a vision to develop internal capacity for project delivery. Join the team and get unique hands on experience auditing:
• the renewal of the nation-to-nation, Inuit Crown, and government-to-government relationship between Canada and Indigenous Peoples;
• the modernization of our institutional structure and governance so that First Nations, Inuit, and Métis Peoples can build capacity that supports implementation of their vision of self-determination; and,
• how the Departments ensure a consistent, high quality, and distinctions-based approach to the delivery of services to Indigenous Peoples.

Intent of the process

The intent is to staff two (2) positions on an indeterminate basis with the Audit and Evaluation sector at Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC). If you are found qualified and opportunities become available, you could be considered to staff similar or identical positions at Crown-Indigenous Relations and Northern Affairs Canada and at Indigenous Services Canada with various linguistic profiles, requirement as well as tenures and/or the security clearance, which may vary according to the position being staffed.

Indeterminate employees at the same group and level or equivalent may be considered for deployment. If no deployment is made, applicants from other groups and levels will be considered in the advertised appointment process.

EDUCATION:

Degree from a recognized post-secondary institution in a relevant field (such as but not limited to business administration, public administration, accounting, information technology, economics or in any field related to the duties of the position) or an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:

Experience in planning and conducting audits, reviews or professional practices projects.

Experience in preparing written materials.

Experience in the assessment of risks and controls or the assessment of internal audit practices.

KNOWLEDGE:

Knowledge of the Treasury Board of Canada Secretariat Internal Audit Policy.

Knowledge of the Institute of Internal Auditor's International Standards for the Professional Practice of Internal Auditing.

ABILITIES:

Ability to plan and lead audits, reviews or professional practices projects.

Ability to set priorities and manage multiple tasks under tight deadlines.

Ability to analyze and assess complex information, and draw appropriate conclusions.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

ASSET QUALIFICATIONS:
(Not essential, but preference may be given to candidates who possess asset qualifications.)

EDUCATION:

Holds a certification or designation from a recognized professional auditing or accounting organization such as: Chartered Professional Accountant (CPA), Certified Internal Auditor(CIA), Certified Government Auditing Professional (CGAP), or Certified Information Systems Auditor CISA).

Degree equivalency

EXPERIENCE:

Experience in participating in the preparation of the departmental Risk-Based Audit Plan.

Experience in presenting project findings and recommendations to senior management.

Experience in performing liaison with external assurance providers.

Experience in using audit software such as TeamMate.

CURRENT AND/OR FUTURE ORGANIZATIONAL NEEDS:
