The International Platform Branch within Global Affairs Canada governs and delivers resources, infrastructure, and common services enabling the delivery of the Government of Canada’s programs in 179 missions located in 106 countries. The Project Delivery, Professional and Technical Services Bureau is responsible for the delivery of major capital projects, operation and maintenance services for a real property portfolio comprised of over 1 million square metres of office and residential space, representing over 2,400 property holdings, including many properties of high value and historic significance.

The Engineering and Commissioning Services structural role is to:
- provide operational support to Missions abroad and departmental security staff for structural and physical security/blast technical issues;
- provide structural and physical security technical support for the delivery of major capital projects, including:
- structural/seismic assessments and design
- blast assessments and design
- hostile vehicle mitigation and other physical security measures
- manage the delivery of seismic and blast research programs

Intent of the process

The immediate need is to staff (1) one position on an indeterminate basis. A pool of partially or fully qualified candidates may be established to staff similar or identical positions.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:
Graduation with a degree from a recognized post-secondary institution in civil engineering.

Certification as a professional engineer in Canada.

Degree equivalency

EXPERIENCES:
Extensive experience in the analysis and design* of structural systems for buildings covered under Part 4 of the National Building Code of Canada (Minimum 10 years).

*Design should include the following tasks: performing design calculations, preparing construction drawings and specifications, providing costs estimates, and reviewing the work of others on site. All these tasks should be acquired in an engineering design office environment.

Experience in the planning and design for dynamic loads (e.g. blast, impact and seismic loads).

Experience in structural condition assessments of buildings.

Experience providing structural engineering design quality assurance and quality control (QA/AC) services on projects.

Experience managing professional and technical staff.

Experience in financial related to infrastructure projects or programs.

Bilingual - Imperative (CBC/CBC)

Information on language requirements

KNOWLEDGE:
Knowledge of the National Building Code of Canada, technical theories, design practices and construction methods related to structural engineering for building construction projects.

Knowledge of principles of planning and design, as well as practices for physical security engineering.

Knowledge of Contract Management for real property.

ABILITIES:
Ability to communicate effectively in writing.

Ability to communicate effectively orally.

Ability to solve problems.

Ability to prioritize and manage workload.

ASSETS QUALIFICATIONS:

Experience in project management related to real property construction.

Experience in program management related to infrastructure projects or programs.
