Assessments will take place between October 29 and November 23, 2018. In-person interviews in Edmonton will be required. Candidates from outside the federal public service will be required to pay for their own travel (including travel for assessment purposes) and may be required to pay for their own relocation expenses.
Working within a dynamic environment alongside Human Resources (HR) professionals, the HR Advisor is responsible for providing advice and guidance to various client managers within their designated portfolios on both Staffing and Labour Relations matters. Working closely with clients, the HR Advisor will collaborate in developing the merit criteria, assessment tools, provide strategic staffing advice, liaise with the Workers’ Compensation Board, assist clients with performance management, disability management, discipline and grievances associated with their units or employees.
Successful candidates will need be organized, demonstrate flexibility, have excellent negotiation skills, be detail oriented, possess the ability to work effectively with both clients and colleagues and be able to work under pressure. The client group extends across Alberta and the North West Territories and is comprised of both Regular Members and Public Servants.
This process will initially be used to staff one position on an indeterminate basis, three positions on a temporary basis, and create a pool of qualified candidates. The pool of qualified candidates may be used to staff similar positions with various tenures (i.e. permanent or temporary) within the Royal Canadian Mounted Police in Edmonton, Alberta.
The pool could be used to offer acting appointments, assignments, secondments or deployments.

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology or any other field relevant to the work to be performed.
Notes:
1. Indeterminate incumbents of PE positions and of positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions on October 1, 1999, who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing PE positions and positions in the Office of the Superintendent of Financial Institutions and Indian Oil and Gas Canada that are equivalent to PE positions. This note also applies to persons appointed or deployed, for an indeterminate period, to PE positions after that date as the result of staffing transactions started before October 1, 1999. The positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions are those that meet the Treasury Board definition for the PE occupational group.
2. The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
3. An acceptable combination of education, training and/or experience, that is comparable to a degree from a recognized post-secondary institution with specialization relevant to the work to be performed, may serve as an alternative to meet the minimum education standard. Whenever the minimum education standard is met through this alternative, it is met only for the position being staffed, and candidates must be re-assessed for future appointments or deployments where the manager has decided to use this alternative.
Recent* and significant** experience in providing strategic advice and guidance to management on complex*** staffing or labour/employment relations issues.
Recent* experience in identifying, developing and implementing staffing and recruitment strategies or recent* experience in drafting labour/employment relations documents for management (such as grievance responses, discipline letters, termination notices and/or briefing notes).
*Recent experience is normally acquired by carrying out those duties within the past three (3) years.
**Significant experience refers to the depth and breadth of the experience associated with having performed a wide range of complex tasks normally over a period of two (2) years.
***Complex is defined as having worked on a variety of files or projects which require research, analysis, consultations and consideration from the perspective of applicable legislation, policies and guidelines.

Reliability Status security clearance - Successful candidates will require a valid RCMP security clearance prior to appointment and throughout the tenure of their employment. The process to obtain RCMP security clearance involves a security/reliability interview and a field investigation regarding matters of criminal activity which includes reference checks, verification of credit/financial status, education, employment, etc . As such, the process may take several weeks or months to complete.
