Work environment

The Office of the Commissioner of Canada Elections (OCCE) plays an important role in safeguarding Canadians’ trust in the democratic process. The Commissioner of Canada Elections is the independent officer responsible for ensuring compliance with, and enforcement of, the Canada Elections Act and the Referendum Act. In short, you will play an important role in enforcing the law by conducting thorough, fair and diligent investigations.

The Commissioner is supported by approximately 30 people, including federal public servants and independent contractors. The Commissioner's offices are located at 22 Eddy Street in Gatineau in a newer building. It is also located on a major transit hub near restaurants and coffee shops.

Intent of the process

The immediate need is to staff two term positions. A pool of qualified candidates may be established from this process and may be used to staff similar positions at the Office of the Commissioner of Canada Elections and Elections Canada, with varying tenures (such as indeterminate, specified period), according to the position to be staffed.

In the event that an employee of the public service is qualified through this process, and there is a temporary need, he/she may be considered for acting or assignment/secondment opportunities. The approval of his/her substantive supervisor will be required before an acting/assignment/secondment is offered.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:
(i) a diploma or certificate from a recognized post-secondary institution in an area related to law enforcement (i.e. Law, Police Science, Criminology, etc.); or
(ii) a police basic training from a provincial or a municipal police force or the Royal Canadian Mounted Police (i.e. Depot Division); or
(iii) Professional Designation in any one of the following professional accounting designations: CA, or CMA, or CGA; and
Accredited as either a Certified Fraud Examiner (CFE) or a Certified Forensic Investigator (CFI).

Degree equivalency

Experience:
- Significant* experience in conducting complex commercial or economic criminal investigations.
- Significant* experience in writing documents such as investigative reports or court documents.
- Significant* experience in conducting interviews of suspects and witnesses in criminal investigations.

*Significant is defined as the depth and breadth of experience normally associated with full-time performance of duties for a minimum of five (5) years.

Asset Qualifications
Education:
- A degree in law from a recognized post-secondary institution and eligibility for membership in the bar of one of the provinces or territories of Canada or in the Order of Notaries of the Province of Quebec.

Experience:
- Experience in conducting investigations under the Canada Elections Act
- Experience in testifying in court.
