Duties

Transport Canada has recently created a new Center of Excellence on Strategic Investments. We (the Center) will support significant acquisitions and investments in Crown corporations, alternative financing arrangements within the public sector and possible asset recycling‎. By joining us, you would work on some of the most fascinating projects of the Government of Canada such as the $4B VIA Rail High Frequency Rail proposal and the $130M bypass Railway in Lac-Mégantic.

As an employee of the Center of Excellence, your duties would include:

Investment Planning & Analysis
• Analysis of complex investments and/or divestitures
o Value for money analysis
o Market sounding
• Expert advice, recommendations and briefings to senior management, Minister and Central Agencies such as Treasury Board of Canada Secretariat and Finance Canada.

Or

Transactions & Projects
• Implementation of one large complex investment or divestiture:
o Project management strategies
o Commercial terms and conditions
o Allocation of risks
o Financial and payment considerations
o Proponent selection methodologies
o Supporting complex negotiations

Intent of the process

The intent of this advertised process is to staff two (2) English Essential Indeterminate positions at Transport Canada, in the National Capital Region. A pool of qualified candidates may be established to meet current and future staffing needs of various tenures and linguistic profiles at Transport Canada in the National Capital Region.

EDUCATION
ED: Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.*

*Note: the economic and statistic curriculum normally associated with an MBA is considered an acceptable specialization.

Degree equivalency

EXPERIENCE
EX1: Significant* experience working on large scale** investments, projects or procurements.

EX2: Significant* experience in researching and analyzing investment, financial, procurement or economic issues.

EX3: Experience in preparing strategic decision-making documents.

EX4: Experience in working collaboratively with multiple stakeholders.

EX5: Significant* experience in negotiations with external stakeholders such as suppliers, contractors, government institutions or clients.

*Significant experience refers to the complexity and diversity of issues handled and the level of autonomy demonstrated, which is normally associated with the performance of duties for at least two (2) years.
** Large scale refers to investments, projects and/or procurements with cumulative value at approximately $100M.

AED2: Master’s degree from a recognized post-secondary institution in a field relevant to the position.
AED3: Professional designation in a field relevant to the position (such as CFA, CPA or PMP).

Degree equivalency

EXPERIENCE
AEX1: Experience with infrastructure or transportation investments or projects.
AEX2: Experience in coordinating or supporting senior level governance structure.****
AEX3: Experience in the management of complex contractual relationships or commercial dispute.
AEX4: Experience performing corporate finance analysis.
AEX5: Experience with managing issues related to commercial law.

**** Senior governance structure refer to decision making committees composed of at least one individual(s) holding Vice-President or equivalent position(s) in the private sector or Director General or equivalent position(s) in the public sector.

OPERATIONAL REQUIREMENTS
